Notice of Availability of the Final Supplemental Environmental Impact Statement for the Disposal and Reuse of Hunters Point Naval Shipyard, San Francisco, California: 04/19/2012 - The Department of the Navy (DoN) announces that it has prepared and filed the Final Supplemental Environmental Impact Statement (FSEIS) for the disposal and reuse of Hunters Point Naval Shipyard, San Francisco, California. The FSEIS is a supplement to the previous Final Environmental Impact Statement for the Disposal and Reuse of Hunters Point Shipyard (March 2000) and Record of Decision (ROD) (November 2000).

This notice initiates a 30-calender day wait period and public review period for the FSEIS. The 30-calender day wait period and public review period ends Monday, May 21, 2012. Federal, state, and local agencies, as well as interested members of the public, are invited and encouraged to review the FSEIS during this wait/review period. During this time no federal decision on the proposed action shall be made or recorded. Following the 30-calendar day wait/review period, as required by CEQ Regulations for Implementing NEPA, Sec. 1506.10(b)2, the DoN may make a decision on the proposed action and a ROD could be issued.

Former Naval Station Treasure Island: April 2012 - Installation Restoration Site 27 Former Clipper Cove Skeet Range: April 9, 2012 - The Department of the Navy announces the release of the Record of Decision (ROD)/Remedial Action Plan for Site 27. Site 27 consists of 19 acres within Clipper Cove, located in the San Francisco Bay between Treasure Island and Yerba Buena Island. The ROD/Final RAP was signed by the Navy, the Department of Toxic Substances Control (DTSC) and the San Francisco Bay Regional Water Quality Control Board (RWQCB).

Naval Air Station Alameda, California: Navy Dredging at Former NAS Alameda Seaplane Lagoon: 02/22/2012 - As described in a Fact Sheet published December 22, 2011, the Department of the Navy is currently performing dredging at the former Naval Air Station (NAS) Alameda Seaplane Lagoon (Site 17). The purpose of this work is to protect human health and the environment by removing contaminated sediments. The Navy is aware of some recent concerns regarding equipment noise have been expressed about work being performed during the night.

The dredge barge generator used to supply power for the work is the primary source of noise associated with the cleanup operations, and a muffler has been in place since the beginning of the project to reduce noise. The Navy is attempting to install a more effective muffler to further reduce the noise level and expect the nighttime dredging will be completed later this month or early March, 2012.

Since January 26, 2012, the Navy has been working around the clock to complete all in-water work prior to the beginning of the nesting season of the endangered California Least Tern, and to minimize the cost to the taxpayers by avoiding daily mobilization/demobilization costs.

The cleanup is being conducted in accordance with the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The sediment cleanup consists of dredging, post-dredge sampling, dewatering the dredged sediments, sampling the dewatered sediments to determine their waste characteristics, and final disposal of the sediments.

During all phases of the IR Site 17 cleanup, health and safety protocols have been and continue to be in place to protect workers and the community. The dredging area is surrounded by a turbidity curtain to prevent the release of suspended sediment. Water quality is monitored to ensure that the dredging operations do not adversely impact water outside the contained dredging area. For land based work, dust controls are in place and air monitoring is conducted to ensure no dust is generated that could impact site workers or off-site receptors.

Former Naval Station Treasure Island: Notification of Soil Remediation Activities: 1/27/2012 - On Monday, January 30, 2012, the Navy’s contractor, Shaw Environmental, Inc., will begin soil removal activities (excavation, radiological surveys, and backfilling) at three sites on Treasure Island. Naval Station Roosevelt Roads, Puerto Rico: Navy Transfers Nearly 1,000 Acres to Puerto Rico: 01/26/2012 - The Department of the Navy today transfers 992 acres of the former Naval Station Roosevelt Roads (NSRR), Puerto Rico, to the Local Redevelopment Authority (LRA) for NSRR through an Economic Development Conveyance (EDC). An EDC is an authority provided to the military services to dispose of property for the purposes of job generation.

Under the terms of the EDC, the Navy will transfer a total of nearly 1,370 acres of land and improvements to the LRA in exchange for an anticipated consideration of $8.04 million. The Navy would also be paid an additional forty percent of all LRA revenue over $56.8 million received through 2035. The remaining 378 acres will be transferred to the LRA as Navy completes the environmental remediation process for the property.

“Through the transfer of 1,370 acres of lands and facilities to the Local Redevelopment Authority – Roosevelt Roads, the government of Puerto Rico will achieve Governor Luis Fortuño’s strategic objective of creating jobs and spurring economic growth in the towns of Ceiba and Naguabo, and the eastern region of Puerto Rico, which were most severely impacted by the closure of former Naval Station Roosevelt Roads,” said Jaime López, Interim Executive Director of the LRA. “

Both the Navy and the Commonwealth of Puerto Rico benefit from this transfer noted James Anderson, Director of Navy BRAC PMO Southeast. The Navy will no longer have to carry caretaker and security costs for the property and the Commonwealth will reap the benefits of maximizing economic and job creation potential for this area of the Caribbean Anderson also said.

“We have kept our promise to communities adjacent to NSRR and the people of Puerto Rico that we would finalize negotiations with the Navy this year. The culmination of the Economic Development Conveyance process also represents a vote of confidence by the Navy to the vision and viability of the Master and Business Plans proposed by the LRA and the ability of the government of Puerto Rico to make this redevelopment project a reality. We appreciate the cooperation and support provided by Navy officials throughout this process,” said López.

With this transfer, the Navy will have disposed of over 65% of NSRR. Next month the Navy will initiate a public sale auction for over 2,000 acres. Information regarding the sale can be found at www.roosey-roads.com

Naval Station Roosevelt Roads, Puerto Rico: On 20 December 2011, the Department of the Navy signed an Economic Development Conveyance (EDC) Memorandum of Agreement (MOA) with the Commonwealth of Puerto Rico Local Redevelopment Authority (LRA) that details the conveyance of approximately 1,370 acres of the former Naval Station Roosevelt Roads (NSRR) for the Commonwealth's economic redevelopment in exchange for an anticipated consideration of $8.04 million. The parties expect to have an initial closing for approximately 1,000 acres and improvements, including utility systems on 26 January 2012. This conveyance will support job creation and economic redevelopment of the installation and the surrounding community.

Notice of Proposed Plan and Public Comment Period for Installation Restoration Site 27 at Former Naval Weapons Station Seal Beach Detachment Concord: January 4, 2012 - The Department of the Navy (Navy), in coordination with state and federal environmental regulatory agencies, encourages the public to comment on the Proposed Plan for Installation Restoration Site 27 (Site 27) in the Inland Area at the former Naval Weapons Station Seal Beach Detachment Concord (NAVWPNSTA Concord). Former NAVWPNSTA Concord was a major naval munitions transport and shipment facility located in the north-central portion of Contra Costa County, California, about 30 miles northeast of San Francisco. Site 27 is located within the northwestern portion of the Inland Area and occupies approximately 0.41 acres. The Proposed Plan presents a summary of investigations performed at Site 27 as well as the preferred approach for Site 27. The Navy completed a cleanup action at Site 27, removing soil that contained contaminants above levels considered safe for unrestricted reuse. Since there is no longer a risk to human health or the environment, no additional cleanup action is necessary for Site 27. Therefore, the Navy’s preferred approach is no further action.

PUBLIC COMMENT PERIOD
The Navy invites interested members of the public to review and comment on the Site 27 Proposed Plan during a 30-day Public Comment Period, from January 4 to February 3, 2012. Public comments must be submitted in writing and be postmarked or e-mailed no later than February 3, 2012. In addition, members of the public are invited to attend the Public Meeting on Wednesday, January 18, 2012 at the Clyde Community Center, 109 Wellington Avenue, Clyde, California 94520, from 6:00 pm to 8:00 pm. Verbal and written public comments on the Proposed Plan will be accepted at this meeting. Notice Of Closing and Initial Property Transfer for the Naval Air Station (NAS) South Weymouth, MA Economic Development Conveyance: December 15, 2011 - The Department of the Navy completed the closing and initial property transfer of almost 557 acres of the former NAS South Weymouth, MA to the South Shore Tri-Town Development Corporation (SSTTDC) through an Economic Development Conveyance (EDC). Under the terms of the EDC, the Navy will transfer a total of about 680 acres of land and improvements to SSTTDC in exchange for an anticipated consideration of $25 million. The remaining 123 acres will be transferred to SSTTDC as Navy completes the environmental remediation process for the property.

This property transfer will bring vitally needed jobs and great economic benefits to the region. Navy would like to acknowledge the professionalism and cooperation of the SSTTDC Board of Directors, Executive Director Kevin Donovan, and their entire staff in working with Navy to help make this very important event possible. Navy would also like to acknowledge Mr. Kevin Chase, Regional Vice President of LNR Property Corporation, and his staff who will now redevelop the base into the premier master-planned development in New England, SouthField.

Successfully completing much of the environmental remediation of NAS South Weymouth was a key to reaching property transfer. As such, Navy wishes to acknowledge Environmental Protection Agency Regional Administrator. Curt Spalding, Commissioner Kenneth Kimmell of the Massachusetts Department of Environmental Protection and their respective staffs who are instrumental stakeholders of the NAS South Weymouth environmental remediation process.

The ESD describes adjustments to the remedy for the Area of Concern Hangar 1 site at the former Naval Air Station (NAS) South Weymouth, Weymouth, Massachusetts. The ESD provides information about site history, the selected remedy, and the proposed adjustment to the remedy for the Site.

Notice of Availability and Public Comment Period for Explanation of Significant Differences at Former Naval Air Station South Weymouth, MA: November 28, 2011 - The U.S. Department of the Navy announces the availability of an Explanation of Significant Differences (ESD) for review and public comment. The ESD describes adjustments to the remedy for the former Rubble Disposal Area at the former Naval Air Station (NAS) South Weymouth, Weymouth, Massachusetts. The ESD provides information about site history, the selected remedy, and the proposed adjustment to the remedy for the Rubble Disposal Area.

PUBLIC COMMENT PERIOD
The Navy invites interested members of the public to review and comment on the enclosed ESD during a 15-day Public Comment Period, from November 28, 2011 to December 12, 2011. Notice of Availability of the Action Memorandum CERCLA Time-Critical Removal Action for Installation Restoration Site 7- Calf Pasture Point at Former Naval Construction Battalion Center Davisville, North Kingstown, RI: November 24, 2011 - The U.S. Navy, in coordination with state and federal environmental regulatory agencies, is announcing the public availability of the Action Memorandum (AM) for a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) time critical removal action at Installation Restoration Site 7, NCBC Davisville, North Kingstown, Rhode Island. The removal action is for the excavation of buried decontaminating agent non-corrosive (DANC) containers. Site 7 is located on the southern portion of Calf Pasture Point and to the east of an access road that extends between Sanford Road and Allen Harbor. The AM recommends removal and off-site disposal of the buried DANC containers, container debris, and affected surface and subsurface soils. In accordance with this AM, the buried containers, soil and debris have been removed. The AM is being made available to the public within sixty days of mobilization to perform the removal action. Mobilization occurred on September 26, 2011.

PUBLIC COMMENT PERIOD
The Action Memorandum is available for public review and the Navy will accept comments during the 30-day public comment period held from November 23 through December 22, 2011. Public comments must be submitted in writing and postmarked or emailed no later than December 22, 2011. Notice of Availability and Public Comment Period of the Action Memorandum CERCLA Time-Critical Removal Action for Munitions Response Program Site Quarry Area at Former Naval Air Station Brunswick, ME: November 22, 2011 - The U.S. Department of the Navy, in coordination with state and federal environmental regulatory agencies, encourages the public to comment on the Action Memorandum for a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Time-Critical Removal Action for a Military Munitions Response Program (MMRP) site known as the Quarry Area at the former NAS Brunswick, Maine. The Action Memorandum recommends a clearance of the surface of munitions explosives hazards at the Quarry Area and investigation of the subsurface to aid in determining the location for installation of a perimeter fence to prevent site access.

PUBLIC COMMENT PERIOD
The Navy invites interested members of the public to review and comment on the Action Memorandum during the 30-day public comment period, held from November 22 through December 22, 2011. Notice of Binding Purchase and Sale Agreement for Economic Development Conveyance (EDC) Naval Air Station (NAS) South Weymouth, MA: The Department of Navy is pleased to announce that on November 15, 2011 the U.S. Navy signed a binding Purchase and Sale Agreement with the South Shore Tri-Town Development Corporation (SSTTDC) in connection with an Economic Development Conveyance at the former NAS South Weymouth, MA. This agreement establishes the process by which the Navy will convey approximately 681 acres of land and improvements to SSTTDC in exchange for an anticipated consideration of $25 million. The parties expect to have an initial closing for approximately 557 acres and improvements on December 15, 2011. This conveyance will bring jobs and economic support to the region.

Notice of Extension of Proposed Plan Public Comment Period for Parcel E-2 at Former Naval Shipyard Hunters Point: October 21, 2011 - The U.S. Department of the Navy, in coordination with state and federal environmental regulatory agencies, encourages the public to comment on its Proposed Plan for cleanup of Parcel E-2, which includes a landfill along the shoreline at Hunters Point Naval Shipyard in San Francisco, California. The Proposed Plan summarizes the remedial (cleanup) alternatives evaluated by the Navy and explains the basis for identifying the preferred alternative to address contamination at Parcel E-2 at Hunters Point Naval Shipyard.

EXTENSION OF PUBLIC COMMENT PERIOD
The Parcel E-2 Proposed Plan Public Comment Period, which began on September 7, 2011 has been extended to November 21, 2011. Public comments must be submitted in writing and must be postmarked or e-mailed no later than November 21, 2011.

Naval Station Ingleside, TX: On October 7, 2011, the Department of the Navy completed the sealed bid public sale process for the Electromagnetic Reduction Facility (155.47 acres) at the former Naval Station Ingleside by conveying the property to Kiewit Offshore Services, Ltd. Kiewit Offshore Services, LTD provided the one conforming bid on September 15, 2011 for the Navy's sealed bid public sale. This was the last parcel to dispose at the former Naval Station Ingleside.

DoD Housing Facility Novato, CA: On September 22, 2011, the Department of the Navy (DON) assigned Parcel 1A to the Department of Education for ultimate conveyance to the Novato Unified School District for educational use purposes. Parcel 1A is the last remaining parcel at DoDHF Novato. With the assignment of Parcel 1A, DON has completed all of its property disposal actions at DoDHF Novato.

NAS South Weymouth, MA: On August 31, 2011, the U.S. Navy signed a Term Sheet with the South Shore Tri-Town Development Corporation (SSTTDC) in connection with an Economic Development Conveyance (EDC) at the former NAS South Weymouth, MA. This Term Sheet is the next step to enable the Navy to convey approximately 681 acres of land and improvements to SSTTDC in exchange for expected consideration of Twenty-Five Million Dollars ($25M). The parties will now begin finalizing a Purchase Agreement that should be completed by November 15, 2011. Closing and transfer of property are expected to occur later this year. The parties anticipate that this EDC transfer will bring jobs and economic support to the region.

Naval Air Station (NAS) Brunswick, ME: The Department of Navy recently completed the two Findings of Suitability to Transfer (FOST) for approximately 464 acres of land and improvements at the former NAS Brunswick. The 464 acres comprise several parcels that will be conveyed to Bowdoin College, Southern Maine Community College (SMCC), the Town of Brunswick and the Midcoast Regional Redevelopment Authority (MRRA) over the next few months.

NMCRC Madison, WI: On August 12, 2011, the Department of the Navy terminated the two leases associated with the Navy's use of the Naval and Marine Corps Reserve Center Madison, Wisconsin. The primary lease with the State of Wisconsin, Department of Military Affairs was for 3.40 acres of land and improvements, including the reserve center. A separate lease with the County of Dane, Wisconsin, covered 4.91 acres of land, including an associated parking lot. Both leases were terminated effective September 15, 2011. This Naval and Marine Corps Reserve Center facility was closed and relocated to the Armed Forces Reserve Center in Madison, WI under BRAC Recommendation 73.

Invitation for Bids for Public Sale of Electromagnetic Reduction Facility at Former Naval Station Ingleside, TX: August 11, 2011 - The Department of the Navy announces the public sale of the Electromagnetic Reduction Facility at the former Naval Station Ingleside (NSI), Ingleside, Texas. The property, located approximately 18 miles northeast of Corpus Christi, consists of approximately 155 acres, including 105 acres of submerged land, 46 acres of upland area, and a 4-acre easement and right-of-way to Highway FM 1069. Legal access to the property is from FM1069S. Improvements on the property include 3 small concrete masonry buildings totaling 4,298 square feet, a 800 linear foot walkway, 120 linear foot bulkhead, and two 336 linear foot piers. The property is served with the following public utilities: electric, telephone, gas, water and sanitary sewer.

The property will be sold by the Department of the Navy through a sealed bid process. Bids must be received by September 15, 2011 at 2:00 P.M. (EDT). It shall be the duty of each bidder to see that their bid is delivered within the specified time.

Property will be available to view on August 23, 2011 from 9:00 A.M.-3:00 P.M. (CDST). For additional information regarding this property, contact Ms. Thuane Fielding at (843) 743-2133 of the BRAC Program Management Office, Southeast.

Notice of Availability of Naval Property, Louisville Naval Detachment: June 6, 2011 - The former Naval Ordnance Station Louisville (NOSL) was transferred by deed to the Louisville/Jefferson County Redevelopment Authority (LJCRA) on 11 February 2004. The LJCRA leased back a portion of the property to the Government for in-service engineering and storage support for gun weapons systems. This leased property is located at 160 Rochester Drive in Louisville, KY. The excess property consists of approximately 3.8602 acres of land with 9 buildings containing a total of approximately 110,377 square feet, including 3 administrative buildings, 3 test and training facilities, and 3 storage and support buildings.

The lease with the LJCRA will expire by its terms on 10 February 2054 and may be transferred to another department or agency of the Federal Government after providing 90 days written notice to the LJCRA. The lease provisions also require the prior consent of the LJCRA for any non-compatible use of the property. There are no rental costs, but the occupant is responsible for the payment of utilities, services and maintenance of the leased facilities. The leased property will be available for occupancy 1 October 2011.

Notice of Extension of Public Comment Period for the Draft Supplemental Environmental Impact Statement for the Disposal and Reuse of Former Naval Shipyard Hunters Point: April 12, 2011 - The Department of the Navy (Navy) is extending the public comment period for the Draft Supplemental Environmental Impact Statement (SEIS) for the Disposal and Reuse of Hunters Point Naval Shipyard (HPS), San Francisco, California until Friday, May 6, 2011. A Notice of Availability (NOA) and Notice of Public Hearing (NOPH) for the Draft SEIS were published in the Federal Register on Wednesday, February 23, 2011 (Federal Register/Vol. 76, No. 36, Pages 10012-10014/Wednesday, February 23, 2011/Notices). That Federal Register notice announced the initial public comment period, including a public hearing that took place on Tuesday, March 15, 2011, and also provided additional information on the background and scope of the Draft SEIS. The initial public comment period requested the submission of all comments on the Draft SEIS to the Navy by Tuesday, April 12, 2011. In response to a request from the U.S. Environmental Protection Agency, the Navy is extending the public comment period until Friday, May 6, 2011.

Former Marine Corps Air Station El Toro, CA: April 7, 2011 - The Department of the Navy signed the quitclaim deeds and an associated Covenant to Restrict the Use of Property Conveyance to transfer approximately 344 acres to Heritage Fields LLC. This is the largest single property transfer to Heritage Fields LLC since their purchase of the former base in July 2005.

Former Marine Corps Air Station El Toro, CA: March 31, 2011 - The Department of the Navy assigned approximately 1.6 acres to the Department of the Interior for ultimate conveyance to the City of Irvine for use as a public park. This transfer is one of many to support development of the Orange County Great Park.

Southern Maine Community College PBC, Naval Air Station (NAS) Brunswick, ME: On March 28, 2011, approximately 9.5 acres of land along with two buildings were assigned to the Department of Education, for conveyance to Southern Maine Community College (SMCC) under an education public benefit conveyance. The property will be used for the establishment of a new community college campus.

Airport PBC, Naval Air Station (NAS) Brunswick, ME: On March 28, 2011, the first parcel under the airport public benefit conveyance was conveyed to the Midcoast Regional Redevelopment Authority (MRRA). The property consisted of approximately 715 acres of land, including two 8,000 foot runways, taxiways and aircraft parking aprons, and 350,000 square feet of hangar space and related aviation facilities, along with 35 acres of avigation easements. A Bill of Sale was also executed conveying aviation/navigational aids and aviation ground support equipment. Additionally, a Reciprocal Easement Agreement was executed between MRRA and the Navy granting ingress and egress and utility easement rights. On April 2nd, the Brunswick Executive Airport will officially open for business!

Notice of Draft Supplemental Environmental Impact Statement Former Naval Shipyard Hunters Point: February 23, 2011 - The U.S. Department of the Navy (Navy) has announced the availability of the Draft Supplemental Environmental Impact Statement (SEIS) for the disposal and reuse of Hunters Point Naval Shipyard (HPS), San Francisco, California. The Navy is required to dispose of HPS per Public Law 101-510, the Defense Base Closure and Realignment Act of 1990, as amended. The proposed action is the disposal of HPS from federal ownership (864 acres [421 acres dry land & 443 acres submerged]) and its subsequent reuse by the County and City of San Francisco in a manner consistent with the Hunters Point Naval Shipyard Redevelopment Plan as developed by the San Francisco Redevelopment Agency (SFRA) in July 1997, and amended in August 2010. The Draft SEIS examines the potential human and natural environmental consequences of the proposed action and any impacts associated with the reasonably foreseeable reuse of HPS. This Draft SEIS is a supplement to the Navy’s Final EIS for the Disposal and Reuse of Hunters Point Shipyard (March 2000).

There will be an open information session and public hearing scheduled for Tuesday, March 15, 2011, 5:30 P.M. to 8:30 P.M at the Southwest Community Facility Community Center, Alex Pitcher, Jr. Community Room, 1800 Oakdale Avenue, San Francisco, CA, 94124. Comments on the Draft SEIS can be made by oral statement or written comment at the scheduled public hearing or mailed, faxed, or emailed to the following address:

Naval Air Station Brunswick, Topsham Annex: A Finding of No Significant Impact (FONSI) has been issued on December 10, 2010 for the proposed disposal and reuse of Topsham Annex, an outlying property of Naval Air Station (NAS) Brunswick. The proposed action provides for the disposal of Topsham Annex by the Navy and its reuse in a manner consistent with the Topsham Annex Master Reuse Plan. Reuse of the Topsham Annex property would provide the local community the opportunity for economic development and job creation.

Former Naval Station Treasure Island: December 16, 2010 - The Department of the Navy, the California Department of Toxic Substances Control, and the California Regional Water Quality Control Board San Francisco Bay Region have signed a No Further Action Record of Decision (ROD) for Installation Restoration Site 28, West Side On-Off Ramps. Results of investigations concluded that no unacceptable risk to human health or the environment is present from potential exposure to soil or groundwater for current or future planned uses at Site 28.

Notice of Explanation of Significant Differences (ESD) Former Naval Air Station (NAS) South Weymouth: September 16, 2010 - The U.S. Navy announces the signing of two ESDs. The first ESD adjusts the remedies for the former Sewage Treatment Plant (STP), West Gate Landfill (WGL), and Area of Concern (AOC) 55C sites at the former NAS South Weymouth. The adjusted remedies described in the ESD allow for the beneficial use of excavated materials from the STP and AOC 55C sites in the construction of the subgrade fill layer of the WGL cover system. The Navy and the U.S. Environmental Protection Agency signed the ESD on August 30, 2010 and September 2, 2010, respectively.
The second ESD clarifies the intent of the Rubble Disposal Area Record of Decision and establishes Monitored Natural Attenuation (MNA) as the remedy for groundwater. The Navy and the U.S. Environmental Protection Agency signed the ESD on August 30, 2010 and September 8, 2010, respectively.

NASJRB Willow Grove: On June 17, 2010, Navy and EPA Region III, with concurrence from Pennsylvania Department of Environmental Protection, signed a no further action Record of Decision (ROD) for both soil and groundwater at Site 2, Antenna Field Landfill. It had been determined through the remedial investigation that no actionable risk was present at the site. The Navy will focus its attention on the three remaining Environmental Remediation (ER) sites at the base.

Former Mare Island Naval Shipyard: May 17, 2010 - The Department of the Navy and California Department of Toxic Substances Control invite interested members of the public to review and comment on the Draft Final Finding of Suitability to Transfer (FOST) and Proposed Resource Conservation and Recovery Act Corrective Action Complete Determination (RCRA Determination). The public comment period is from May 17, 2010 to July 1, 2010. The Draft Final FOST summarizes how the requirements and notifications for hazardous substances, petroleum products, and other regulated material for approximately 81.1 acres have been satisfied and the property is suitable for transfer.

Naval Station Ingleside, Ingleside, TX: On April 30, 2010 - The Department of the Navy reverted 577 acres of land and improvements located at the former Naval Station Ingleside, Ingleside, TX to the Port of Corpus Christi Authority. In September 1987, the Port of Corpus Christi conveyed this property to the Department of the Navy to establish a Naval homeport facility in the San Patricio and Neuces Counties area. The deed conveying the property specified that when the Department of Defense no longer had need of the property for maritime purposes, the property would revert to the Port of Corpus Christi Authority. BRAC 2005 legislation directed the installation be closed. Naval Station Ingleside operationally closed on April 30, 2010. The Port of Corpus Christi Authority is currently in pursuit of viable options for reuse of the property.

Former MCAS El Toro: On 30 April 2010, The Department of the Navy transferred approximately 117 acres of Public Sale property to Heritage Fields, LLC. In support of the conveyance action, BRAC PMO also issued a Final Finding of Suitability to Transfer and entered into a Covenant to Restrict Use of Property - Environmental Restriction for the "Former Marine Corps Air Station El Toro Installation Restoration Program Site 16" ("Covenant") with the California Department of Toxic Substances Control.

Navy to Adjourn the Naval Fuel Depot Point Molate Restoration Advisory Board (RAB): April 1, 2010 - The Department of the Navy has recently completed the early transfer of the remaining property at the former Naval Fuel Depot Point Molate to the City of Richmond. As a result of the early transfer, the Navy will relinquish control and environmental cleanup of the property to the City. The Navy will also conclude its support of the former Naval Fuel Depot Point Molate RAB by formally adjourning the RAB at its next and final meeting. The RAB has played a valuable role over the last 13 ½ years in helping implement the Navy’s Installation Restoration and Petroleum Programs at the former Naval Fuel Depot Point Molate. The Navy appreciates the dedication and cooperation by RAB members and their involvement in overseeing and supporting investigations related to environmental site cleanup and ultimately, property transfer. The final RAB meeting will be held at the Harbor Master’s Office Building (Marina Building), located at 1340 Marina Way South, Richmond, CA, beginning at 7:00 PM on April 7, 2010.

Former NAS Moffett Field: On March 5 2010, Kathryn Stewart, the Department of Navy's Base Realignment and Closure Environmental Coordinator for Moffett Field, informed members of the community who serve on the Restoration Advisory Board (RAB) that the Office of Management and Budget (OMB) had concluded the arbitration process involving determination of responsibility for residing the historic Hangar 1. The outcome of the OMB process was a determination that the Navy is responsible for environmental cleanup actions, and the National Aeronautics and Space Administration (NASA) is responsible for Hangar 1 reuse and residing. The Navy and NASA will continue to work together to determine the most appropriate path forward for coordinating the Navy's cleanup activities with NASA's reuse.

Former Long Beach Naval Complex: February 4, 2010 - The Department of the Navy completed the second five-year review for environmental cleanup actions under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) at the former Long Beach Naval Complex (LBNC), Long Beach, California in December 2009. The five-year review included Installation Restoration (IR) Sites 1 through 6A and 8 through 14. The protectiveness of the remedies was determined through the analysis of groundwater monitoring data, historical document review, interviews, and recent site inspections. The five-year review found that the remedies for IR Sites 1 through 6A and 8 through 14 are protective of human health and the environment, and exposure pathways that could result in unacceptable risks are being controlled. The next five-year review will be conducted in December 2014.

Naval Air Station Joint Reserve Base Willow Grove: January 15, 2010 - Approximately 892 acres of government owned land and facilities as well as 177 acres AICUZ (air clearance) easements located at the Naval Air Station Joint Reserve Base Willow Grove, Pennsylvania were declared excess to the needs of the Department of Navy on January 13, 2010. This property is being screened for use by other federal agencies, (i.e. - the federal screening process) with any federal agency's notice of interest due to Navy by February 12, 2010. The facilities include approximately 126 buildings, which support 1,138,047 square feet of administrative, supply, maintenance, training, galley, storage, warehouse, and recreation functions. NASJRB Willow Grove is located on Route 611 in Horsham Township, Montgomery County, approximately 25 miles north of Philadelphia.

Navy and City of San Francisco Agree to Treasure Island Conveyance Terms: December 16, 2009 - SAN DIEGO, Calif. -- Secretary of the Navy Ray Mabus and San Francisco Mayor Gavin Newsom announced today that they had reached a broad outline of terms for the conveyance of former Naval Station Treasure Island from the Navy to the city’s Treasure Island Development Authority.
The terms of the agreement include a guaranteed payment to the Navy of $55 million, followed by an interim payment of another $50 million, plus an additional share of potential further profits. The agreement also requires the inclusion of transactional protections customary in the private sector for these types of transactions. Specifics of the deal will be worked out as quickly as possible.

Former NAS Alameda: On September 30, 2009, the Department of the Navy signed the Environmental Summary Document for approximately 549 acres of land known as the Veterans Affairs (VA) Federal Transfer Parcel. The VA intends to use a portion of the property to construct and operate an Outpatient Clinic, a columbaria-only national cemetery, and regional offices and medical space to serve veterans in northern Alameda County and the greater San Francisco Bay Area.

Former NAS Alameda: On September 28, 2009, the Department of the Navy (DON) signed the Finding of Suitability to Transfer (FOST) for approximately 8 acres of land known as Estuary Park located within the North Housing Parcel. The U.S. EPA Region 9, California Department of Toxic Substances Control, and San Francisco Bay Regional Water Quality Control Board concurred with this FOST. Once the Department of Housing and Urban Development has approved the reuse plan amendment which was submitted by the Alameda Reuse and Redevelopment Authority, the DON will be able to identify future transfer date for this parcel.

Navy to Proceed with Historic Hangar Cleanup: September 25, 2009 - Kathy Stewart, the Department of Navy’s Base Realignment and Closure Environmental Coordinator for Moffett Field informed members of the community who serve on the cleanup project’s Restoration Advisory Board (RAB) that the Navy has proceeded with awarding a contract for the Hangar 1 cleanup effort.

In an e-mail distributed to all RAB members, Ms. Stewart stated that the Navy awarded the contract to AMEC Earth & Environmental, Inc. at a cost of $22,363,463. The scope of the Navy’s cleanup contract includes removal of the Hangar’s contaminated siding, demolition of interior buildings, and application of a weather-resistant epoxy coating to the Hangar's structural steel frame. The period of performance for the contract is 2.5 years. While the specific project schedule has yet to be developed, Stewart’s message indicated that the Navy anticipates field mobilization will occur approximately six months from date of award.

Former NSY Mare Island: September 17, 2009 - The Department of the Navy (DON) will hold a public meeting on Thursday, September 24, 2009 and invite public comments on a non-time critical removal action to treat contaminated soil gas and groundwater at the former Mare Island Naval Shipyard. Removal action alternatives are presented in the document "Draft Final Engineering Evaluation/Cost Analysis/Interim Removal Action Work Plan (EE/CA/IRAW) for Building 742 Former Degreasing Plant (FDP)." The DON will hold a 30-day public comment period from September 21, 2009 through October 21, 2009 and will present the EE/CA/IRAW during a public meeting scheduled for September 24, 2009 at 6:00 PM at the Mare Island Conference Center, 375 G Street, Vallejo, California. Former NAS Moffett Field: September 10, 2009 - The Department of the Navy presented a statement at the Restoration Advisory Board (RAB) meeting regarding the status of Hangar 1: The disagreement between Navy and National Aeronautics and Space Administration (NASA) over responsibility for residing Hangar 1 has not been resolved. In an effort to resolve the impasse, Navy and NASA requested the Office of Management and Budget (OMB) arbitrate the matter. That process is now moving forward. While the arbitration process works itself out, protection of human health and the environment remains a paramount requirement of the parties and the law.

NASJRB Willow Grove: On September 10, 2009, the Department of the Navy completed a transfer of 18.25 acres at the NASJRB Willow Grove, PA to the Department of the Air Force. This is the first property disposal at NASJRB Willow Grove, which was slated for closure under BRAC 2005. This property transfer will enable the Army to construct a Reserve Center required by a separate BRAC action.

Former MCAS El Toro: On August 19, 2009, the Department of the Navy issued the Proposed Plan for Anomaly Area 3, a primarily construction debris landfill, for a 30-day public comment period. Former MCAS El Toro: In late July the Department of the Navy, the California Department of Toxic Substance Control, and the US Environmental Protection Agency signed the Explanation of Significant Differences (ESD) for Site 2 (Magazine Road Landfill) and Site 17 (Communication Station Landfill). The ESD finalized the Records of Decision for the vadose zone at Site 2 and the vadose zone and groundwater at Site 17. Naval Air Station (NAS) Brunswick, ME: On August 12, 2009, the Department of the Navy signed the Finding of Suitability to Transfer (FOST) for a 0.25 acre parcel of land known as the Small Point Rake Station located in Phippsburg, Maine. Former NAS Alameda: On Thursday, July 9, 2009 The Department of the Navy (DON) announces the availability of and invites public comments on a Draft EA for the disposal and reuse of approximately 42 acres (15 hectares) of surplus property within the North Housing Parcel at Naval Air Station (NAS) Alameda, in the City of Alameda, California. Pursuant to the National Environmental Policy Act (NEPA) of 1969, 42 United States Code (U.S.C.) 4321 et seq., and DON Base Realignment and Closure (BRAC) Implementation Guidance, the DON has prepared the Draft EA to identify and assess the potential impacts associated with the proposed disposal of surplus federal property at NAS Alameda for subsequent reuse. NAS Alameda was designated for closure under the authority of the 1993 Amendment to the Defense Base Closure and Realignment Act (DBCRA) of 1990 (10 U.S.C. §2687 note) that directed the Department of Defense to reduce and realign U.S. military operations.

Pursuant to the Council on Environmental Quality regulations, the DON invites public participation in the NEPA process. The public may participate by reviewing and submitting comments on the Draft EA. The DON will consider all applicable comments submitted during the public comment period and, subsequently will prepare the Final EA. The DON will announce the availability of the Final EA and Finding of No Significant Impact. Comments on the Draft EA should be received by August 14, 2009.

Former NAS Alameda: On May 21, 2009, the Department of the Navy assigned approximately 44 acres of land and structures at the former NAS Alameda to the Department of the Interior/National Park Service. The Park Service will subsequently convey the property to the City of Alameda Park and Recreation Department for the ultimate development of a community sports and recreation complex. According to the City’s plan, once developed the local community will be able to enjoy a world-class complex with multi-use playing fields (including soccer, football, baseball and lacrosse), tennis courts, skate park, gymnasium and a BMX/mountain bike skills park.

NMCRC Tacoma: On Wednesday, May 6, 2009, the Department of the Navy (DON) announces the availability of and invites public comments on a Draft EA for the disposal and reuse of NMCRC Tacoma. Removal action alternatives are presented in a document called the "Draft Final Engineering Evaluation and Cost Analysis/Interim Remedial Action Plan (EECA/IRAP) for the IR Site 17 and Building 503 Area". The Navy will hold a 30-day public comment period from April 6, 2009 through May 6, 2009 and will present the EECA/IRAP during a public meeting scheduled for April 16, 2009 at 6:00 PM at the Mare Island Conference Center, 375 G Street, Vallejo, California. The Navy will provide displays and information on the cleanup alternatives being considered for portions of the IR Site 17 and Building 503 Area.

Former Naval Station Roosevelt Roads: March 25, 2009 - To date, five newsletters have been distributed to inform the public about cleanup activities and property transfer milestones at the former naval station. The most recent newsletter was distributed in October, 2008, and includes an overview of the current status of all the sites that have investigations or corrective actions completed, underway, or being planned under the RCRA Consent Order. The October 2008 also includes a summary of public questions and Navy answers about reuse plans at a public meeting held in July 2008.

Previous fact sheets were issued in November 2006, April 2007, September 2007 and April 2008. They have described activities at specific environmental and former munitions sites; parcels that have been transferred to new owners and those that are yet to be transferred; the Covenant Deferral Request; the BRAC property transfer process and updated schedules for the transfer of individual parcels; and the formation of the Roosevelt Roads Restoration Advisory Board (RAB) in late 2006-early 2007. Each newsletter includes website addresses and contacts from the Navy, the Local Reuse Authority (Portal del Futuro), and the regulatory agencies, if the public would like further information.

Former MCAS El Toro: On March 23, 2009, the Department of the Navy published a notice on the availability of the Explanation of Significant Differences (ESD) to the 2002 ROD for IPR Sites 18 and 24. The ESD documents changes to the remedy selected in the 2002 ROD which includes the addition of vadose zone soil gas sampling at the end of the groundwater remediation as a component of the Final ROD to assure that VOCs in groundwater have not recontaminated the soil.

NASJRB Willow Grove: January 2, 2009 - The Department of the Navy has declared approximately 53.5 acres of land at the NASJRB Willow Grove surplus to the needs of the federal government. The affected property is the installation's off-site housing sites known as the Shenandoah Woods and Jacksonville Road Housing Areas. The Shenandoah Woods Housing Area contains 199 townhouse units situated on 51 acres of land. The Jacksonville Road Housing Area contains 6 single family homes located on 2.5 acres of land. Former NAS Alameda: On Thurday, December 18, 2008, from 6:00 to 9:00 p.m., the The Department of Veterans Affairs (VA) and the Department of the Navy (DON) will hold a public information meeting related to the transfer of 549 acres of former NAS Alameda from the Navy to VA, and VA’s future development plans for the federal parcel of property. The purpose of this meeting is to provide the general public, interested stakeholders, affected governmental agencies and other interested parties timely information regarding the proposed action of VA and the DON relative to the 549-acre transfer parcel, and to solicit relevant input regarding the environmental review process and any potential impacts in accordance with the National Environmental Policy Act (NEPA). The DON and VA are currently preparing an Environmental Assessment (EA).

Naval Air Station (NAS) Brunswick, ME: In the October 24, 2008 publication of the Federal Register, the Navy provided notice of its intent to prepare an Environmental Impact Statement (EIS) for the Disposal and Reuse of the Naval Air Station (NAS) Brunswick, Maine. Additionally, the Navy provided notice that it will conduct two public scoping meetings in Brunswick, Maine to receive comments on the environmental concerns that should be addressed in the above EIS. These "open house" public sessions will be held (1) on Wednesday, November 12, 2008 from 4pm to 8pm at the Brunswick Junior High School, Gymnasium, 65 Columbia Avenue, Brunswick, Maine and (2) Thursday, November 13, 2008 from 10am to 2 pm at the Brunswick Municipal Meeting Facility (Old High School), 44 McKeen Street, Brunswick, Maine. Former NS Treasure Island: On Tuesday, October 7, 2008, from 7:00 to 8:00 p.m., the Navy will host a public meeting to discuss the Proposed Plans/Draft Remedial Action Plans for IR Site 30 (Daycare Center) and IR Site 31 (Former South Storage Yard). The meeting will be held at the Casa de la Vista, Building 271, Treasure Island. There is a 30-day public comment period from September 23 through October 23, 2008.

Naval Support Activity New Orleans (West Bank): BRAC 2005 law states that if the State of Louisiana obtains funding and begins construction of Federal City at Naval Support Activity New Orleans (West Bank) by September 30, 2008, Headquarters Marine Forces Reserve and the Marine Corps Reserve Support Command element of Mobilization Command would relocate to Federal City. Over the past three years, Department of Navy and State of Louisiana have been meeting to develop a strategy to facilitate the development of Federal City as directed by the BRAC legislation. On September 29, 2008, the Department of Navy executed a 75-year lease agreement covering 149 acres on the West Bank with the Algiers Development District (ADD), a local political subdivision of the State of Louisiana, to support the development of Federal City. This agreement requires the ADD to construct a 411,000 square foot facility within a 29-acre secure compound of the leased property which will provide administrative spaces for the Marine Commands relocating to Federal City. The Marine Corps' facility is scheduled for completion in summer of 2011.

Naval Station Ingleside (BRAC 2005): On September 30, 2008, after months of discussions with Port of Corpus Christi Authority (PoCCA), the Department of the Navy (DON) disposed the first piece of Naval Station Ingleside property. This 336-acre property, known as the Dredge Material Disposal Area, was deeded to the Department of Defense on June 26, 1989 with a stipulation that if DoD no longer needed the property it would revert to the PoCCA. No other DoD agency expressed a need for the property and the DON determined the property was not being used and could be disposed prior to operational closure of the installation in 2010. The Main Base and the Electromagnetic Reduction Facility (EMR) are the two properties remaining to be disposed.

Former NAS South Weymouth: On September 30, 2008 the Department of the Navy assigned approximately 111 acres of land at the former NAS South Weymouth to the Department of the Interior/National Park Service. The Park Service will subsequently convey the property to the South Shore Tri-Town Development Corporation, the local redevelopment authority, using public benefit conveyance authority for parks and recreation purposes.

Former MCAS El Toro: A Fact Sheet was distributed to the public on Friday, August 1, 2008 to provide an update on the groundwater cleanup activities at Installation Restoration Program (IRP) Sites 18 and 24. Two previous fact sheets, issued in June 2005 and February 2006, provide information regarding these two sites including initial construction activities. This Fact Sheet presents information on the groundwater cleanup progress, site descriptions, and remedial action objectives. The Fact Sheet also includes information on the geologic setting and water supply for the former MCAS El Toro. Contacts from the Navy and the regulatory agencies are provided if the public would like further information on these sites.

Former NAS Moffett Field: On Wednesday, July 30, 2008, the U.S. Department of the Navy (DON) released the Engineering Evaluation/Cost Analysis (EE/CA) for Site 29, also known as Hangar 1 at Former Naval Air Station (NAS) Moffett Field, California. The Hangar 1 siding is contaminated with PCBs which are the regulatory driver for this removal action. Asbestos and lead are also present in interior and exterior Hangar 1 building materials. The EE/CA identified and evaluated a total of 13 removal action alternatives. The Navy's preferred alternative, as presented in the EE/CA, is Alternative 10 – Remove Siding and Coat Exposed Surfaces. This will involve demolition of interior rooms within the hangar, removal of the corrugated metal siding and roof material from the hangar, and application of a protective coating on the remaining steel frame.

The Navy is accepting comments during a 45-day comment period starting July 30, 2008 and ending on September 13, 2008. All comments must be postmarked by September 13, 2008. MCB Quantico: On June 24, 2008, Department of the Navy signed a NEPA Record of Decision for the Development of the Westside of Marine Corps Base Quantico, Virginia. The BRAC realignment actions directed at MCB Quantico are the collocation of Military Department Investigation Agencies Headquarters with the Counterintelligence Field Activity, and the Defense Security Service at MCB Quantico. These realignment actions will add approximately 3,000 personnel to work at MCB Quantico by 2011. The development would entail construction of new facilities in two undeveloped areas west of I-95. This construction will accommodate the collocation of Military Department Investigation Agencies with the Department of Defense Counterintelligence and Security Agency at MCB Quantico. It will also provide space for adequate facilities to support Marine Corps units currently at MCB Quantico, as well as potentially other federal and Marine Corps initiatives that may identify MCB Quantico as a site for relocation.

NAS South Weymouth: On May 29, 2008, BRAC PMO executed two (2) separate Findings of Suitability to Transfer (FOST) for property located at the former Naval Air Station (NAS) South Weymouth, MA. The first FOST identified as "FOST 3" addresses approximately 20.57 acres of land which is proposed to be transferred to the South Shore Tri-Town Development Corporation (SSTTDC) under an Economic Development Conveyance (EDC). The second FOST identified as "FOST 4" would permit conveyance of approximately 327.87 acres of land to SSTTDC under the same EDC. FOST 4 also addresses an additional 55.4 acres of land which is proposed to be transferred to SSTTDC under a Public Benefit Conveyance (PBC) for park and recreational use.

NSRR Public Benefit Conveyances: On Tuesday May 6, 2008, the Department of the Navy reassigned two parcels at NSRR to the U.S. Department of Health and Human Services. The first of these parcels was the 28-acre hospital parcel which HHS will convey to the Servicios de Salud Episcopales, Inc for use as a community hospital. The second parcel was a two acre former dental clinic which will be conveyed to the Local Redevelopment Authority, Portal del Futuro, for use as a Veteran’s Clinic.

NSSR Public Sale Update: On Wednesday, April 30, 2008, the U.S. Department of the Navy (DON) received Sealed Bid Offers pursuant to the Roosevelt Roads "Invitation to Bid" publication for the sale of Sale Parcels I and II only. Subsequent to receipt and review of the Sealed Bid Offers, the DON has elected to reject all offers received and to postpone the planned Public Sale Offering until further notice. All bidder deposits received will be promptly returned, and both registered bidders and all other interested parties are encouraged to continue their due diligence investigation and redevelopment planning efforts, in anticipation of a future offering of any or all of the previously advertised three (3) Public Sale parcels.

NAS Alameda: On April 21, 2008, BRAC PMO West executed the Federal Agency to Federal Agency transfer of the Marina Village Housing area at the former Naval Air Station Alameda. The conveyance of this 28-acre parcel served as the last west coast transfer of BRAC property between the Navy and the United States Coast Guard. A total of 246 acres of former Navy property is now occupied and operated by the Coast Guard. Previous transfers were conducted at the Department of Defense Housing Facility Novato, Naval Weapons Station Concord, and Naval Station Treasure Island.

Oak Knoll Auction Press Release: Auction of former Oak Knoll Naval Hospital closes 167 acres in Oakland Hills sells for $100.5 million at auction Oakland, Calif. The U.S. Department of the Navy has closed the online auction on the 167-acre property of the former Oak Knoll Naval Hospital (“Oak Knoll”) for $100,500,000.00. The name of the wining bidder will not be disclosed until the official acceptance of the bid. The winning bid was $88.5 million above the minimum opening bid of $12 million. The auction ran from 22 August 2005 through 4 November 2005, a total of 75 days, because of heavy competitive bidding by several registered bidders. The online auction, which was run by the General Services Administration, provided a unique opportunity to acquire what is probably one of the most desirable land sites in the San Francisco/Oakland Bay area. It was an extremely smooth process for the Navy and an intense bidding contest for the registered bidders. According to Ms. Kimberly Kesler, Director of the Navy’s BRAC Program Management Office, “The Navy is very pleased with the auction results. As with the sales of the El Toro and San Pedro properties earlier in the year, this was a success for the Navy, the local community and, of course, the taxpayers. We look forward to watching Oak Knoll redevelop into a new, exciting community for Oakland.”

Ponte Vista Sale Press Release: Auction of former U.S. NAVY SELLS PONTE VISTA FOR $88 MILLION VIA ONLINE AUCTION LOS ANGELES, Calif. – The U.S. Department of the Navy has closed the online auction on the 41.95-acre portion of the former San Pedro Navy Housing, recently branded Ponte Vista. The winning bid was $63 million above the minimum opening bid of $25 million. The remaining 19.58-acre portion of Ponte Vista will be transferred to two designated Homeless Service Providers (“HSPs”), under a Homeless Assistance Conveyance. This transfer is pursuant to the Base Closure Community Redevelopment and Homeless Assistance Act of 1994, and will happen unless the winning bidder and the HSPs are able to agree upon alternative arrangements prior to the close of escrow. In such case the Navy would convey the remaining portion to the winning bidder subject to the same environmental restrictions, notifications and restrictions contained in the Invitation for Bid (IFB). The escrow period is anticipated to end in approximately 60 days after the winning bidder’s receipt of the Notification of Acceptance for the winning bid from the Navy. Colliers Seeley International handled the marketing and auction of Ponte Vista on behalf of the Navy. The auction, which ran from December 1, 2004 through March 7, 2005, was originally anticipated to close in early January. However, as laid out in the IFB, it continued for an additional 60 days due to heavy competitive bidding by two final registered bidders. In 1997, the Navy deemed Ponte Vista to be surplus to the needs of federal government. In June 2004, the Navy decided that the property would be transferred via Public Sale and Homeless Assistance Conveyance methods. Ponte Vista is located in the community of San Pedro, in the city of Los Angeles, Calif., at the base of the Palos Verdes Peninsula, between Redondo Beach and Long Beach. The real property is presently zoned R-1, single family residential, and the city of Los Angeles has indicated that Ponte Vista may continue to be utilized for residential housing. The existing residential housing on Ponte Vista, which contains lead-based paint and asbestos, will be safely demolished. This deed condition would also apply to the existing residential housing on the 19.58-acre portion that is designated for the HSPs if the winning bidder acquires it. The winning bidder will redevelop Ponte Vista according to city of Los Angeles’ zoning regulations. The online auction provided a unique opportunity for a residential homebuilder to acquire what is probably one of the most desirable in-fill residential land sites in Southern California. It was an extremely smooth process for the Navy and an intense bidding contest for the registered bidders. According to Ms. Kimberly Kesler, Director of the Navy’s BRAC Program Management Office West, “The Navy is very pleased with the results of the auction. As with the recent sale of the former MCAS El Toro property, this was a win-win for the Navy, the local citizens and the taxpayers. We look forward to watching the redevelopment of Ponte Vista into a new, vibrant community.”

Highlights of the WWW.Roosey-roads.com website include Frequently Asked Questions, maps of the sale parcels, photos of the property, registration for more information, a link to the previously recorded web-seminars ("webinars"), and links to the due diligence library and environmental administrative record. Also included on the site is information on how any interested potential bidder can arrange for a private site tour. Coming soon to the site will be the electronic release of the NEW Invitation for Bids to include Sale Parcels I, II, and III.

NS Roosevelt Roads: February 8, 2008 was truly a red letter day for PMO! First, over 2900 acres of Conservation Property at the former Naval Station Roosevelt Roads was conveyed to the Puerto Rico Department of Natural and Environmental Resources. This property was previously assigned via a Public Benefit Conveyance to the US Department of the Interior for ultimate conveyance to the Commonwealth under the National Park Service's Federal Lands to Parks program. The property will be managed by The Conservation Trust for Puerto Rico. The property will be used for environmental education and nature interpretation, hiking and nature trails, wildlife observation, snorkeling and scuba diving, and mountain bicycle trails. The estimated value of the property is $14.9 million.

In addition, the 1,646 acre Airport Parcel (the former Navy airfield) was transferred to the Puerto Rico Port Authority on February 8, 2008. This parcel includes some environmental contamination sites. The Governor of Puerto Rico signed a Covenant Deferral Request (CDR) for the airfield parcel, which allows it to be transferred to the Port Authority, so that reuse can begin, while the cleanup continues. The Navy will remain responsible for the cleanup until it is completed. A contract to remove contaminated soil at the Airport Parcel sites has been awarded to Right Way Environmental Contractors from Naranjito, Puerto Rico.

NTC Orlando: On Thursday, February 7th, 177 acres at the former NTC Orlando Golf Course was conveyed to the successful bidder. The Navy received a check in the amount of $2.3 million from the public sale for this property. This closing and check culminates seven months of hard work by the Navy team, and the Florida Department of Environmental Protection (FDEP). Since this was an early transfer, where the environmental covenant is deferred, FDEP was very instrumental in assisting with the necessary deed language for the early transfer and coordinating with the Governor of Florida’s office.

The Cecil Field BRAC Cleanup Team earns CNO award: Twenty-seven winners have been selected in the Fiscal Year (FY) 2007 Chief of Naval Operations (CNO) Environmental Awards competition, sponsored by the CNO Environmental Readiness Division (N45). The Cecil Field BRAC Cleanup team is one of three recipients selected for the Environmental Restoration Individual or Team Award. The Cecil Field BRAC Cleanup team is comprised of the members: Barbara Nwokike, and Mark Davidson, from PMO SE; and David Grabka, Florida Department of Environmental Protection; Doyle Brittain, EPA Region 4; Mark Speranza, Tetra Tech NUS, Inc; and Mike Halil, CH2M Hill. The Cecil Field team was recognized for the following accomplishments which have resulted in over $10M in savings including: 1) Completing investigations of 644 sites allowing transfer of 97% of the base acreage. 2) Successfully signing 23 RODs, 8 No Further Action (NFA) decisions, and overseeing long-term monitoring at 14 IR sites and 10 petroleum sites, 3) First partial delisting from National Priorities List (NPL) in EPA Region 4. 4) Transferring the golf course and precluding it from becoming a CERCLA site. 5) Saving $2.5M in remediation costs by applying statistics to attain Florida Soil Cleanup Target Levels. 6) First site in Florida developing site-specific risk-based cleanup goals. 7) Expeditious removal of Munitions and Explosives of Concern minimizing impacts to construction activities. The CNO award winners will be honored on June 3, 2008 in a ceremony in Washington at the U.S. Navy Memorial and Naval Heritage Center.
