The Cecil Field BRAC Cleanup Team earns CNO award
Former Long Beach Naval Complex: February 4, 2010 - The Department of the Navy completed the second five-year review for environmental cleanup actions under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) at the former Long Beach Naval Complex (LBNC), Long Beach, California in December 2009. The five-year review included Installation Restoration (IR) Sites 1 through 6A and 8 through 14. The protectiveness of the remedies was determined through the analysis of groundwater monitoring data, historical document review, interviews, and recent site inspections. The five-year review found that the remedies for IR Sites 1 through 6A and 8 through 14 are protective of human health and the environment, and exposure pathways that could result in unacceptable risks are being controlled. The next five-year review will be conducted in December 2014.

Marine Corps Support Activity (MCSA) Kansas City, MO: On January 27, 2010, the Department of the Navy transferred its lease interest in 34.17 acres of land and improvements located at Marine Corps Support Activity Kansas City, MO to the United States Army. This transfer will help to alleviate overcrowding for Army Reserve Units in the area.

Naval Air Station Joint Reserve Base Willow Grove: January 15, 2010 - Approximately 892 acres of government owned land and facilities as well as 177 acres AICUZ (air clearance) easements located at the Naval Air Station Joint Reserve Base Willow Grove, Pennsylvania were declared excess to the needs of the Department of Navy on January 13, 2010. This property is being screened for use by other federal agencies, (i.e. - the federal screening process) with any federal agency's notice of interest due to Navy by February 12, 2010. The facilities include approximately 126 buildings, which support 1,138,047 square feet of administrative, supply, maintenance, training, galley, storage, warehouse, and recreation functions. NASJRB Willow Grove is located on Route 611 in Horsham Township, Montgomery County, approximately 25 miles north of Philadelphia.

Navy and City of San Francisco Agree to Treasure Island Conveyance Terms: December 16, 2009 - SAN DIEGO, Calif. -- Secretary of the Navy Ray Mabus and San Francisco Mayor Gavin Newsom announced today that they had reached a broad outline of terms for the conveyance of former Naval Station Treasure Island from the Navy to the city’s Treasure Island Development Authority.
The terms of the agreement include a guaranteed payment to the Navy of $55 million, followed by an interim payment of another $50 million, plus an additional share of potential further profits. The agreement also requires the inclusion of transactional protections customary in the private sector for these types of transactions. Specifics of the deal will be worked out as quickly as possible.

Former NAS Alameda: December 12, 2009 - Pursuant to the National Environmental Policy Act (NEPA) of 1969 (42 United States Code 4321-4370d [1994]), as implemented by the Council on Environmental Quality Regulations (40 Code of Federal Regulations Parts 1500-1508 [1997]); the Department of the Navy Base Realignment and Closure (BRAC) Implementation Guidance dated March 23, 2007; the Defense Base Closure and Realignment Act (DBCRA) of 1990; and Public Law (PL) 101-510 Title XXIX, the Department of the Navy gives notice that an Environmental Assessment (EA) has been prepared, and that an Environmental Impact Statement will not be prepared, for the reuse of the North Housing area at former Naval Air Station (NAS) Alameda, California. The EA supplements the 1999 Final Environmental Impact Statement for the Disposal and Reuse of the Naval Air Station.

Naval Station Newport, RI: November 3, 2009 - The Department of the Navy has completed its Environmental Condition of Property (ECP) Report for excess property at the Naval Station Newport, Rhode Island. This ECP report summarizes the historical, cultural, and environmental conditions of the property as part of Base Realignment and Closure (BRAC) documentation associated with transfer of the Former Naval Hospital Complex; Former Navy Lodge, Portions of Defense Highway, Stringham Road, and Midway/Green Land Segments; Tank Farm 1; and Tank Farm 2 at Naval Station Newport, Rhode Island.

Former NAS Alameda: On September 30, 2009, the Department of the Navy signed the Environmental Summary Document for approximately 549 acres of land known as the Veterans Affairs (VA) Federal Transfer Parcel. The VA intends to use a portion of the property to construct and operate an Outpatient Clinic, a columbaria-only national cemetery, and regional offices and medical space to serve veterans in northern Alameda County and the greater San Francisco Bay Area.

Former NAS South Weymouth: On September 29, 2009, the Department of the Navy assigned an additional 8.09 acres of land located at the former Naval Air Station, South Weymouth, Massachusetts to the United States Department of the Interior (DOI), National Park Service for public park and recreational use by the South Shore Tri-Town Development Corporation.

Naval Air Station (NAS) Brunswick, ME: On September 28, 2009, the Department of the Navy transferred 11.25 acres of land and improvements located at the Naval Air Station Brunswick, ME to the United States Coast Guard. This transfer will allow the Coast Guard to continue its operation of its Nationwide Differential Global Positioning Systems (NDGPS).

Former NAS Alameda: On September 28, 2009, the Department of the Navy (DON) signed the Finding of Suitability to Transfer (FOST) for approximately 8 acres of land known as Estuary Park located within the North Housing Parcel. The U.S. EPA Region 9, California Department of Toxic Substances Control, and San Francisco Bay Regional Water Quality Control Board concurred with this FOST. Once the Department of Housing and Urban Development has approved the reuse plan amendment which was submitted by the Alameda Reuse and Redevelopment Authority, the DON will be able to identify future transfer date for this parcel.

Navy to Proceed with Historic Hangar Cleanup: September 25, 2009 - Kathy Stewart, the Department of Navy’s Base Realignment and Closure Environmental Coordinator for Moffett Field informed members of the community who serve on the cleanup project’s Restoration Advisory Board (RAB) that the Navy has proceeded with awarding a contract for the Hangar 1 cleanup effort.

In an e-mail distributed to all RAB members, Ms. Stewart stated that the Navy awarded the contract to AMEC Earth & Environmental, Inc. at a cost of $22,363,463. The scope of the Navy’s cleanup contract includes removal of the Hangar’s contaminated siding, demolition of interior buildings, and application of a weather-resistant epoxy coating to the Hangar's structural steel frame. The period of performance for the contract is 2.5 years. While the specific project schedule has yet to be developed, Stewart’s message indicated that the Navy anticipates field mobilization will occur approximately six months from date of award.

Naval Air Station (NAS) Brunswick, ME: On September 10, 2009, the Department of the Navy transferred 51 acres at the Naval Air Station Brunswick, Maine to the Army National Guard Bureau for use by the Maine National Guard. This site will also be used to construct a Marine Corps Reserve Center in FY10.

Former NSY Mare Island: September 17, 2009 - The Department of the Navy (DON) will hold a public meeting on Thursday, September 24, 2009 and invite public comments on a non-time critical removal action to treat contaminated soil gas and groundwater at the former Mare Island Naval Shipyard. Removal action alternatives are presented in the document "Draft Final Engineering Evaluation/Cost Analysis/Interim Removal Action Work Plan (EE/CA/IRAW) for Building 742 Former Degreasing Plant (FDP)." The DON will hold a 30-day public comment period from September 21, 2009 through October 21, 2009 and will present the EE/CA/IRAW during a public meeting scheduled for September 24, 2009 at 6:00 PM at the Mare Island Conference Center, 375 G Street, Vallejo, California. The DON will provide information on the cleanup alternatives being considered for the Building 742 FDP.

Former NSY Mare Island: September 17, 2009 - The Department of the Navy (DON) and Department of Toxic Substances Control (DTSC) will hold a public meeting on Wednesday, September 23, 2009 and invites the public to comment on the Navy's plan for No Further Action (NFA) at the Former North Building Ways (FNBW) Area, Investigation Area (IA) A2, at the former Mare Island Naval Shipyard. The NFA alternative was presented in the document "Proposed Plan/Draft Remedial Action Plan (PP/Draft RAP) for the FNBW Area, IA A2. The DON will hold a 30-day public comment period from September 22, 2009 through October 21, 2009 and will present the PP/Draft RAP findings during a public meeting scheduled for September 23, 2009 at 7:00 PM at the Mare Island Conference Center, 375 G Street, Vallejo, California. The DON and DTSC will provide information on the NFA alternative being considered for FNBW IA A2.

Former NAS Moffett Field: September 10, 2009 - The Department of the Navy presented a statement at the Restoration Advisory Board (RAB) meeting regarding the status of Hangar 1: The disagreement between Navy and National Aeronautics and Space Administration (NASA) over responsibility for residing Hangar 1 has not been resolved. In an effort to resolve the impasse, Navy and NASA requested the Office of Management and Budget (OMB) arbitrate the matter. That process is now moving forward. While the arbitration process works itself out, protection of human health and the environment remains a paramount requirement of the parties and the law.

NASJRB Willow Grove: On September 10, 2009, the Department of the Navy completed a transfer of 18.25 acres at the NASJRB Willow Grove, PA to the Department of the Air Force. This is the first property disposal at NASJRB Willow Grove, which was slated for closure under BRAC 2005. This property transfer will enable the Army to construct a Reserve Center required by a separate BRAC action.

Former MCAS El Toro: On August 19, 2009, the Department of the Navy issued the Proposed Plan for Anomaly Area 3, a primarily construction debris landfill, for a 30-day public comment period. The preferred remedy in the Proposed Plan includes limited grading, monitoring, and institutional controls. Former MCAS El Toro: In late July the Department of the Navy, the California Department of Toxic Substance Control, and the US Environmental Protection Agency signed the Explanation of Significant Differences (ESD) for Site 2 (Magazine Road Landfill) and Site 17 (Communication Station Landfill). The ESD finalized the Records of Decision for the vadose zone at Site 2 and the vadose zone and groundwater at Site 17. Naval Air Station (NAS) Brunswick, ME: On August 12, 2009, the Department of the Navy signed the Finding of Suitability to Transfer (FOST) for a 0.25 acre parcel of land known as the Small Point Rake Station located in Phippsburg, Maine. This represents the first FOST signed for NAS Brunswick. EPA Region 1 and Maine Department of Environmental Protection concurrence letters are included as part of the FOST.

Former NAS Alameda: On Thursday, July 9, 2009 The Department of the Navy (DON) announces the availability of and invites public comments on a Draft EA for the disposal and reuse of approximately 42 acres (15 hectares) of surplus property within the North Housing Parcel at Naval Air Station (NAS) Alameda, in the City of Alameda, California. Pursuant to the National Environmental Policy Act (NEPA) of 1969, 42 United States Code (U.S.C.) 4321 et seq., and DON Base Realignment and Closure (BRAC) Implementation Guidance, the DON has prepared the Draft EA to identify and assess the potential impacts associated with the proposed disposal of surplus federal property at NAS Alameda for subsequent reuse. NAS Alameda was designated for closure under the authority of the 1993 Amendment to the Defense Base Closure and Realignment Act (DBCRA) of 1990 (10 U.S.C. §2687 note) that directed the Department of Defense to reduce and realign U.S. military operations.

Pursuant to the Council on Environmental Quality regulations, the DON invites public participation in the NEPA process. The public may participate by reviewing and submitting comments on the Draft EA. The DON will consider all applicable comments submitted during the public comment period and, subsequently will prepare the Final EA. The DON will announce the availability of the Final EA and Finding of No Significant Impact. Comments on the Draft EA should be received by August 14, 2009.

Former NAS Alameda: On May 21, 2009, the Department of the Navy assigned approximately 44 acres of land and structures at the former NAS Alameda to the Department of the Interior/National Park Service. The Park Service will subsequently convey the property to the City of Alameda Park and Recreation Department for the ultimate development of a community sports and recreation complex. According to the City’s plan, once developed the local community will be able to enjoy a world-class complex with multi-use playing fields (including soccer, football, baseball and lacrosse), tennis courts, skate park, gymnasium and a BMX/mountain bike skills park.

NMCRC Tacoma: On Wednesday, May 6, 2009, the Department of the Navy (DON) announces the availability of and invites public comments on a Draft EA for the disposal and reuse of NMCRC Tacoma. Pursuant to the National Environmental Policy Act (NEPA) of 1969, 42 United States Code (U.S.C.) 4321 et seq., the DON has prepared the Draft EA to identify and assess the potential impacts associated with the proposed disposal of surplus federal property at NMCRC Tacoma for subsequent reuse. The DON will announce the availability of the Final EA and Finding of No Significant Impact. Comments on the Draft EA should be received by June 12, 2009.

Former NSY Mare Island: April 6, 2009 - The Department of the Navy will hold a public meeting on April 16, 2009 and invites public comment on a removal action to remove contaminated soil at Installation Restoration (IR) Site 17 at the former Mare Island Naval Shipyard. Removal action alternatives are presented in a document called the "Draft Final Engineering Evaluation and Cost Analysis/Interim Remedial Action Plan (EECA/IRAP) for the IR Site 17 and Building 503 Area". The Navy will hold a 30-day public comment period from April 6, 2009 through May 6, 2009 and will present the EECA/IRAP during a public meeting scheduled for April 16, 2009 at 6:00 PM at the Mare Island Conference Center, 375 G Street, Vallejo, California. The Navy will provide displays and information on the cleanup alternatives being considered for portions of the IR Site 17 and Building 503 Area.

Former MCAS El Toro: On March 30, 2009 the Department of the Navy executed the conveyance of approximately 43 acres of additional Public Sale property to Heritage Fields, LLC. The Finding of Suitability to Transfer #4 to support this action was completed in January 2009.

Former Naval Station Roosevelt Roads: March 25, 2009 - To date, five newsletters have been distributed to inform the public about cleanup activities and property transfer milestones at the former naval station. The most recent newsletter was distributed in October, 2008, and includes an overview of the current status of all the sites that have investigations or corrective actions completed, underway, or being planned under the RCRA Consent Order. The October 2008 also includes a summary of public questions and Navy answers about reuse plans at a public meeting held in July 2008.

Previous fact sheets were issued in November 2006, April 2007, September 2007 and April 2008. They have described activities at specific environmental and former munitions sites; parcels that have been transferred to new owners and those that are yet to be transferred; the Covenant Deferral Request; the BRAC property transfer process and updated schedules for the transfer of individual parcels; and the formation of the Roosevelt Roads Restoration Advisory Board (RAB) in late 2006-early 2007. Each newsletter includes website addresses and contacts from the Navy, the Local Reuse Authority (Portal del Futuro), and the regulatory agencies, if the public would like further information.

Former MCAS El Toro: On March 23, 2009, the Department of the Navy published a notice on the availability of the Explanation of Significant Differences (ESD) to the 2002 ROD for IPR Sites 18 and 24. The ESD documents changes to the remedy selected in the 2002 ROD which includes the addition of vadose zone soil gas sampling at the end of the groundwater remediation as a component of the Final ROD to assure that VOCs in groundwater have not recontaminated the soil.

Former NAS Moffett Field: January 7, 2009 - The Department of the Navy has published the Action Memorandum (AM) for Installation Restoration Program (IRP) Site 29, also known as Hangar 1, at Former Naval Air Station (NAS) Moffett Field, California. Pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Navy is taking this action on Hangar 1 to protect human health and the environment.

Former Naval Hospital Newport: January 5, 2009 - The Department of the Navy has issued a Determination of Excess Real Property to federal agencies for seven non-contiguous parcels of land and facilities located at the Newport Naval Complex in Newport, RI. Parcels include a former Naval Hospital on a 7 acre campus with supporting buildings, a Former Naval Lodge, 4 tank farms, as well as portions of a defense highway. Federal agencies can learn further details by reviewing the January 5, 2009 Notice of Availability issued to federal agencies by General Services Administration on behalf of the Navy.

Former MCAS El Toro: A Fact Sheet was distributed on Friday, January 2, 2009 notifying the public that the Department of the Navy is proceeding with final Remedial Action of excavation and off-station disposal of shallow contaminated soil at Installation Restoration Program (IRP) Sites 8 and 12. Field work will be initiated in January 2009 in accordance with the Final Remedial Design/Remedial Action Work Plan, December 2008.This cleanup will allow for unrestricted use of the sites.

NASJRB Willow Grove: January 2, 2009 - The Department of the Navy has declared approximately 53.5 acres of land at the NASJRB Willow Grove surplus to the needs of the federal government. The affected property is the installation's off-site housing sites known as the Shenandoah Woods and Jacksonville Road Housing Areas. The Shenandoah Woods Housing Area contains 199 townhouse units situated on 51 acres of land. The Jacksonville Road Housing Area contains 6 single family homes located on 2.5 acres of land. Former NAS Alameda: On Thurday, December 18, 2008, from 6:00 to 9:00 p.m., the The Department of Veterans Affairs (VA) and the Department of the Navy (DON) will hold a public information meeting related to the transfer of 549 acres of former NAS Alameda from the Navy to VA, and VA’s future development plans for the federal parcel of property. The purpose of this meeting is to provide the general public, interested stakeholders, affected governmental agencies and other interested parties timely information regarding the proposed action of VA and the DON relative to the 549-acre transfer parcel, and to solicit relevant input regarding the environmental review process and any potential impacts in accordance with the National Environmental Policy Act (NEPA). The DON and VA are currently preparing an Environmental Assessment (EA).

Naval Air Station (NAS) Brunswick, ME: In the October 24, 2008 publication of the Federal Register, the Navy provided notice of its intent to prepare an Environmental Impact Statement (EIS) for the Disposal and Reuse of the Naval Air Station (NAS) Brunswick, Maine. Additionally, the Navy provided notice that it will conduct two public scoping meetings in Brunswick, Maine to receive comments on the environmental concerns that should be addressed in the above EIS. These "open house" public sessions will be held (1) on Wednesday, November 12, 2008 from 4pm to 8pm at the Brunswick Junior High School, Gymnasium, 65 Columbia Avenue, Brunswick, Maine and (2) Thursday, November 13, 2008 from 10am to 2 pm at the Brunswick Municipal Meeting Facility (Old High School), 44 McKeen Street, Brunswick, Maine. Former NS Treasure Island: On Tuesday, October 7, 2008, from 7:00 to 8:00 p.m., the Navy will host a public meeting to discuss the Proposed Plans/Draft Remedial Action Plans for IR Site 30 (Daycare Center) and IR Site 31 (Former South Storage Yard). The meeting will be held at the Casa de la Vista, Building 271, Treasure Island. There is a 30-day public comment period from September 23 through October 23, 2008.

Naval Support Activity New Orleans (West Bank): BRAC 2005 law states that if the State of Louisiana obtains funding and begins construction of Federal City at Naval Support Activity New Orleans (West Bank) by September 30, 2008, Headquarters Marine Forces Reserve and the Marine Corps Reserve Support Command element of Mobilization Command would relocate to Federal City. Over the past three years, Department of Navy and State of Louisiana have been meeting to develop a strategy to facilitate the development of Federal City as directed by the BRAC legislation. On September 29, 2008, the Department of Navy executed a 75-year lease agreement covering 149 acres on the West Bank with the Algiers Development District (ADD), a local political subdivision of the State of Louisiana, to support the development of Federal City. This agreement requires the ADD to construct a 411,000 square foot facility within a 29-acre secure compound of the leased property which will provide administrative spaces for the Marine Commands relocating to Federal City. The Marine Corps' facility is scheduled for completion in summer of 2011.

Naval Station Ingleside (BRAC 2005): On September 30, 2008, after months of discussions with Port of Corpus Christi Authority (PoCCA), the Department of the Navy (DON) disposed the first piece of Naval Station Ingleside property. This 336-acre property, known as the Dredge Material Disposal Area, was deeded to the Department of Defense on June 26, 1989 with a stipulation that if DoD no longer needed the property it would revert to the PoCCA. No other DoD agency expressed a need for the property and the DON determined the property was not being used and could be disposed prior to operational closure of the installation in 2010. The Main Base and the Electromagnetic Reduction Facility (EMR) are the two properties remaining to be disposed.

Former NAS South Weymouth: On September 30, 2008 the Department of the Navy assigned approximately 111 acres of land at the former NAS South Weymouth to the Department of the Interior/National Park Service. The Park Service will subsequently convey the property to the South Shore Tri-Town Development Corporation, the local redevelopment authority, using public benefit conveyance authority for parks and recreation purposes.

Former MCAS El Toro: A Fact Sheet was distributed to the public on Friday, August 1, 2008 to provide an update on the groundwater cleanup activities at Installation Restoration Program (IRP) Sites 18 and 24. Two previous fact sheets, issued in June 2005 and February 2006, provide information regarding these two sites including initial construction activities. This Fact Sheet presents information on the groundwater cleanup progress, site descriptions, and remedial action objectives. The Fact Sheet also includes information on the geologic setting and water supply for the former MCAS El Toro. Contacts from the Navy and the regulatory agencies are provided if the public would like further information on these sites.

Former NAS Moffett Field: On Wednesday, July 30, 2008, the U.S. Department of the Navy (DON) released the Engineering Evaluation/Cost Analysis (EE/CA) for Site 29, also known as Hangar 1 at Former Naval Air Station (NAS) Moffett Field, California. The Hangar 1 siding is contaminated with PCBs which are the regulatory driver for this removal action. Asbestos and lead are also present in interior and exterior Hangar 1 building materials. The EE/CA identified and evaluated a total of 13 removal action alternatives. The Navy's preferred alternative, as presented in the EE/CA, is Alternative 10 – Remove Siding and Coat Exposed Surfaces. This will involve demolition of interior rooms within the hangar, removal of the corrugated metal siding and roof material from the hangar, and application of a protective coating on the remaining steel frame.

The Navy is accepting comments during a 45-day comment period starting July 30, 2008 and ending on September 13, 2008. All comments must be postmarked by September 13, 2008. MCB Quantico: On June 24, 2008, Department of the Navy signed a NEPA Record of Decision for the Development of the Westside of Marine Corps Base Quantico, Virginia. The BRAC realignment actions directed at MCB Quantico are the collocation of Military Department Investigation Agencies Headquarters with the Counterintelligence Field Activity, and the Defense Security Service at MCB Quantico. These realignment actions will add approximately 3,000 personnel to work at MCB Quantico by 2011. The development would entail construction of new facilities in two undeveloped areas west of I-95. This construction will accommodate the collocation of Military Department Investigation Agencies with the Department of Defense Counterintelligence and Security Agency at MCB Quantico. It will also provide space for adequate facilities to support Marine Corps units currently at MCB Quantico, as well as potentially other federal and Marine Corps initiatives that may identify MCB Quantico as a site for relocation.

NAS South Weymouth: On May 29, 2008, BRAC PMO executed two (2) separate Findings of Suitability to Transfer (FOST) for property located at the former Naval Air Station (NAS) South Weymouth, MA. The first FOST identified as "FOST 3" addresses approximately 20.57 acres of land which is proposed to be transferred to the South Shore Tri-Town Development Corporation (SSTTDC) under an Economic Development Conveyance (EDC). The second FOST identified as "FOST 4" would permit conveyance of approximately 327.87 acres of land to SSTTDC under the same EDC. FOST 4 also addresses an additional 55.4 acres of land which is proposed to be transferred to SSTTDC under a Public Benefit Conveyance (PBC) for park and recreational use.

NSRR Public Benefit Conveyances: On Tuesday May 6, 2008, the Department of the Navy reassigned two parcels at NSRR to the U.S. Department of Health and Human Services. The first of these parcels was the 28-acre hospital parcel which HHS will convey to the Servicios de Salud Episcopales, Inc for use as a community hospital. The second parcel was a two acre former dental clinic which will be conveyed to the Local Redevelopment Authority, Portal del Futuro, for use as a Veteran’s Clinic.

NSSR Public Sale Update: On Wednesday, April 30, 2008, the U.S. Department of the Navy (DON) received Sealed Bid Offers pursuant to the Roosevelt Roads "Invitation to Bid" publication for the sale of Sale Parcels I and II only. Subsequent to receipt and review of the Sealed Bid Offers, the DON has elected to reject all offers received and to postpone the planned Public Sale Offering until further notice. All bidder deposits received will be promptly returned, and both registered bidders and all other interested parties are encouraged to continue their due diligence investigation and redevelopment planning efforts, in anticipation of a future offering of any or all of the previously advertised three (3) Public Sale parcels.

NAS Alameda: On April 21, 2008, BRAC PMO West executed the Federal Agency to Federal Agency transfer of the Marina Village Housing area at the former Naval Air Station Alameda. The conveyance of this 28-acre parcel served as the last west coast transfer of BRAC property between the Navy and the United States Coast Guard. A total of 246 acres of former Navy property is now occupied and operated by the Coast Guard. Previous transfers were conducted at the Department of Defense Housing Facility Novato, Naval Weapons Station Concord, and Naval Station Treasure Island.

Oak Knoll Auction Press Release: Auction of former Oak Knoll Naval Hospital closes 167 acres in Oakland Hills sells for $100.5 million at auction Oakland, Calif. The U.S. Department of the Navy has closed the online auction on the 167-acre property of the former Oak Knoll Naval Hospital (“Oak Knoll”) for $100,500,000.00. The name of the wining bidder will not be disclosed until the official acceptance of the bid. The winning bid was $88.5 million above the minimum opening bid of $12 million. The auction ran from 22 August 2005 through 4 November 2005, a total of 75 days, because of heavy competitive bidding by several registered bidders. The online auction, which was run by the General Services Administration, provided a unique opportunity to acquire what is probably one of the most desirable land sites in the San Francisco/Oakland Bay area. It was an extremely smooth process for the Navy and an intense bidding contest for the registered bidders. According to Ms. Kimberly Kesler, Director of the Navy’s BRAC Program Management Office, “The Navy is very pleased with the auction results. As with the sales of the El Toro and San Pedro properties earlier in the year, this was a success for the Navy, the local community and, of course, the taxpayers. We look forward to watching Oak Knoll redevelop into a new, exciting community for Oakland.”

Ponte Vista Sale Press Release: Auction of former U.S. NAVY SELLS PONTE VISTA FOR $88 MILLION VIA ONLINE AUCTION LOS ANGELES, Calif. – The U.S. Department of the Navy has closed the online auction on the 41.95-acre portion of the former San Pedro Navy Housing, recently branded Ponte Vista. The winning bid was $63 million above the minimum opening bid of $25 million. The remaining 19.58-acre portion of Ponte Vista will be transferred to two designated Homeless Service Providers (“HSPs”), under a Homeless Assistance Conveyance. This transfer is pursuant to the Base Closure Community Redevelopment and Homeless Assistance Act of 1994, and will happen unless the winning bidder and the HSPs are able to agree upon alternative arrangements prior to the close of escrow. In such case the Navy would convey the remaining portion to the winning bidder subject to the same environmental restrictions, notifications and restrictions contained in the Invitation for Bid (IFB). The escrow period is anticipated to end in approximately 60 days after the winning bidder’s receipt of the Notification of Acceptance for the winning bid from the Navy. Colliers Seeley International handled the marketing and auction of Ponte Vista on behalf of the Navy. The auction, which ran from December 1, 2004 through March 7, 2005, was originally anticipated to close in early January. However, as laid out in the IFB, it continued for an additional 60 days due to heavy competitive bidding by two final registered bidders. In 1997, the Navy deemed Ponte Vista to be surplus to the needs of federal government. In June 2004, the Navy decided that the property would be transferred via Public Sale and Homeless Assistance Conveyance methods. Ponte Vista is located in the community of San Pedro, in the city of Los Angeles, Calif., at the base of the Palos Verdes Peninsula, between Redondo Beach and Long Beach. The real property is presently zoned R-1, single family residential, and the city of Los Angeles has indicated that Ponte Vista may continue to be utilized for residential housing. The existing residential housing on Ponte Vista, which contains lead-based paint and asbestos, will be safely demolished. This deed condition would also apply to the existing residential housing on the 19.58-acre portion that is designated for the HSPs if the winning bidder acquires it. The winning bidder will redevelop Ponte Vista according to city of Los Angeles’ zoning regulations. The online auction provided a unique opportunity for a residential homebuilder to acquire what is probably one of the most desirable in-fill residential land sites in Southern California. It was an extremely smooth process for the Navy and an intense bidding contest for the registered bidders. According to Ms. Kimberly Kesler, Director of the Navy’s BRAC Program Management Office West, “The Navy is very pleased with the results of the auction. As with the recent sale of the former MCAS El Toro property, this was a win-win for the Navy, the local citizens and the taxpayers. We look forward to watching the redevelopment of Ponte Vista into a new, vibrant community.”

Also included on the site is information on how any interested potential bidder can arrange for a private site tour. Coming soon to the site will be the electronic release of the NEW Invitation for Bids to include Sale Parcels I, II, and III.

NS Roosevelt Roads: February 8, 2008 was truly a red letter day for PMO! First, over 2900 acres of Conservation Property at the former Naval Station Roosevelt Roads was conveyed to the Puerto Rico Department of Natural and Environmental Resources. This property was previously assigned via a Public Benefit Conveyance to the US Department of the Interior for ultimate conveyance to the Commonwealth under the National Park Service's Federal Lands to Parks program. The property will be managed by The Conservation Trust for Puerto Rico. The property will be used for environmental education and nature interpretation, hiking and nature trails, wildlife observation, snorkeling and scuba diving, and mountain bicycle trails. The estimated value of the property is $14.9 million.

In addition, the 1,646 acre Airport Parcel (the former Navy airfield) was transferred to the Puerto Rico Port Authority on February 8, 2008. This parcel includes some environmental contamination sites. The Governor of Puerto Rico signed a Covenant Deferral Request (CDR) for the airfield parcel, which allows it to be transferred to the Port Authority, so that reuse can begin, while the cleanup continues. The Navy will remain responsible for the cleanup until it is completed. A contract to remove contaminated soil at the Airport Parcel sites has been awarded to Right Way Environmental Contractors from Naranjito, Puerto Rico.

NTC Orlando: On Thursday, February 7th, 177 acres at the former NTC Orlando Golf Course was conveyed to the successful bidder. The Navy received a check in the amount of $2.3 million from the public sale for this property. This closing and check culminates seven months of hard work by the Navy team, and the Florida Department of Environmental Protection (FDEP). Since this was an early transfer, where the environmental covenant is deferred, FDEP was very instrumental in assisting with the necessary deed language for the early transfer and coordinating with the Governor of Florida’s office.

The Cecil Field BRAC Cleanup Team earns CNO award: Twenty-seven winners have been selected in the Fiscal Year (FY) 2007 Chief of Naval Operations (CNO) Environmental Awards competition, sponsored by the CNO Environmental Readiness Division (N45). The Cecil Field BRAC Cleanup team is one of three recipients selected for the Environmental Restoration Individual or Team Award. The Cecil Field BRAC Cleanup team is comprised of the members: Barbara Nwokike, and Mark Davidson, from PMO SE; and David Grabka, Florida Department of Environmental Protection; Doyle Brittain, EPA Region 4; Mark Speranza, Tetra Tech NUS, Inc; and Mike Halil, CH2M Hill. The Cecil Field team was recognized for the following accomplishments which have resulted in over $10M in savings including: 1) Completing investigations of 644 sites allowing transfer of 97% of the base acreage. 2) Successfully signing 23 RODs, 8 No Further Action (NFA) decisions, and overseeing long-term monitoring at 14 IR sites and 10 petroleum sites, 3) First partial delisting from National Priorities List (NPL) in EPA Region 4. 4) Transferring the golf course and precluding it from becoming a CERCLA site. 5) Saving $2.5M in remediation costs by applying statistics to attain Florida Soil Cleanup Target Levels. 6) First site in Florida developing site-specific risk-based cleanup goals. 7) Expeditious removal of Munitions and Explosives of Concern minimizing impacts to construction activities. The CNO award winners will be honored on June 3, 2008 in a ceremony in Washington at the U.S. Navy Memorial and Naval Heritage Center.
