Base Property and Historical Use
Naval Station (NS) Treasure Island is in San Francisco Bay, midway between San Francisco and Oakland, California. The facility consists of two contiguous islands: the northern island is named Treasure Island (TI) and the southern island is named Yerba Buena Island (YBI). TI is a man-made island and was constructed of sediments dredged from San Francisco Bay. YBI is a natural island. TI was constructed in 1936 and 1937 for the initial purpose of hosting the Golden Gate International Exposition Worlds Fair held in 1939-1940. The Navy acquired by condemnation in 1942. Military activities at NS Treasure Island date back to 1866 when the US Government took possession of YBI for defensive fortifications. The Navy operated the first West Coast Naval Training Station on YBI until 1923, when the center was transferred to San Diego. YBI continued to function as a Naval Receiving Station until World War II, when naval operations were transferred to TI. In response to the Navy's request in 1941, the City of San Francisco leased TI to the Navy for the duration of World War II. The island became a major naval facility, processing approximately 12,000 military personnel per day for service overseas and upon their return to the United States.

Closure date, planned reuses, parcels transferred
NS Treasure Island was closed on 30 September 1997, as a BRAC III Major Closure. The DoD Office of Economic Adjustment (OEA) designated San Francisco as the LRA for NS Treasure Island in May 1994. In 1997 the California State Legislature created a special reuse authority for Treasure Island, transferring the LRA status from San Francisco to the Treasure Island Development Authority (TIDA). TIDA is a state agency staffed by the San Francisco mayor’s office and is the entity responsible for planning the reuse and redevelopment of the former installation. The US Department of Labor received approximately 36 acres (15 ha) of property and associated facilities on Treasure Island for its Job

NAVY HAS SIGNED TWO FINDINGS OF SUITABILITY TO TRANSFER FOR SURPLUS PROPERTIES AT THE FORMER NAVAL STATION TREASURE ISLAND SAN FRANCISCO, CALIFORNIA
In accordance with Department of Defense guidelines on the process to reach a Finding of Suitability to Transfer (FOST), notice is hereby given that the Department of the Navy signed a FOST on (February 15, 2006), and a second FOST on (March 22, 2006), in anticipation of the disposal of properties at the former Naval Station Treasure Island, Treasure Island by deed to a non-federal government entity. The property subject to the first FOST covers approximately 169 acres on Treasure Island. The property subject to the second FOST covers approximately 77 acres on Yerba Buena Island. The proposed reuse is consistent with Alternative 1, which is detailed in the Environmental Impact Statement/ Environmental Impact Report, June 2003, developed by the Department of the Navy. The public was invited to review and comment on these FOSTs. The public review and comment period began on July 12, 2005, and ended on August 11, 2005 for the Treasure Island FOST, and began on August 9, 2005 and ended on September 8, 2005 for the Yerba Buena Island FOST. These FOSTs were developed with oversight from the U.S. Environmental Protection Agency, the Department of Toxic Substances Control, and the Regional Water Quality Control Board, with input from the Treasure Island Development Authority.
