PFAS Pilot Study at IR Site 6 – Former Firefighting Training School at Former Naval Station Treasure Island - April 2025

The United States (U.S.) Department of the Navy (DoN) is currently completing a Per- and Polyfluoroalkyl Substances (PFAS) Pilot Study at Installation Restoration (IR) Site 6. The purpose of the Pilot Study (PS) is to evaluate the effectiveness of a permeable reactive barrier (PRB) to prevent the discharge of PFAS from IR Site 6 into the San Francsico Bay.

Former NS Treasure Island - Third CERCLA Five Year Review

The United States Department of the Navy (Navy) is the lead agency implementing Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) environmental cleanup activities at the former Naval Station Treasure Island (NSTI) in San Francisco, California. The former Naval Station is located in the San Francisco Bay between the City of San Francisco and Oakland. This notice informs the public that the Navy is initiating a Five-Year Review (5YR) at the NSTI in accordance with the requirements of CERCLA Section 121(c). The purpose of the 5YR is to determine whether the remedies for environmental cleanup selected in a Record of Decision remain protective of human health and the environment. CERCLA requires a review every five years for remedies where contamination remains above levels that allow for unlimited use and unrestricted exposure. The Navy will conduct a 5YR of the remedies implemented at NSTI for Installation Restoration Program (IRP) Sites 6, 12, 21, 24, 27, and 30.

The Department of Navy (DON) has prepared an Explanation of Significant Differences (ESD) for the Record of Decision/Final Remedial Action Plan (ROD/Final RAP) (DON, 2015) for Installation Restoration (IR) Site 24 at Former Naval Station Treasure Island (NSTI).

Public Notice of Final Second Five-Year Review

The purpose of this Second Five-Year Review is to determine whether the remedies implemented in accordance with the Final Records of Decision for Installation Restoration Program Sites 6, 12, 21, 24, 27, and 30 remain protective of human health and the environment. This review evaluates each remedy’s performance and recommends improvements if the remedy is not performing as designed. Sites 21, 27, and 30 were determined to be protective. Site 24 was determined protective in the short term. Sites 6 and 12 received the determination of protectiveness deferred, with recommendations for follow-up by the next Five-Year Review in 2025.
