The Department of Navy (DON) has prepared an Explanation of Significant Differences (ESD) for the Record of Decision/Final Remedial Action Plan (ROD/Final RAP) (DON, 2015) for Installation Restoration (IR) Site 24 at Former Naval Station Treasure Island (NSTI).

Former Marine Corps Air Station El Toro Information Repository Transitioning to the Administrative Record

The Naval Facilities Engineering Systems Command (NAVFAC) Base Realignment and Closure (BRAC) Program Management Office is transitioning the Information Repository (IR) for Former Marine Corps Air Station (MCAS) El Toro currently housed at the Heritage Park Regional Library, Irvine, California, to the U.S. Department of the Navy’s (Navy’s) online Administrative Record (AR). The IR for Former MCAS El Toro contains a subset of all Environmental Restoration Program (ERP) documents produced by the Navy. The available Navy ERP documents may be obtained for public review by contacting the Environmental Records Manager for the AR using the contact information provided below.

The United States Department of the Navy (Navy), in coordination with state environmental regulatory agencies, has completed the Fourth Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Five-Year Review (FYR) for Operable Units (OUs) 1A, 1B, 3, and 4B at Former Marine Corps Air Station (MCAS) Tustin, Tustin, California. The Navy conducted the FYR in accordance with the requirements of CERCLA Section 121(c) to determine whether the remedies being implemented in accordance with the Final Records of Decision (RODs) continue to remain protective of human health and the environment.

The purpose of this Second Five-Year Review is to determine whether the remedies implemented in accordance with the Final Records of Decision for Installation Restoration Program Sites 6, 12, 21, 24, 27, and 30 remain protective of human health and the environment. This review evaluates each remedy’s performance and recommends improvements if the remedy is not performing as designed. Sites 21, 27, and 30 were determined to be protective. Site 24 was determined protective in the short term. Sites 6 and 12 received the determination of protectiveness deferred, with recommendations for follow-up by the next Five-Year Review in 2025.
