Former MCAS El Toro - Fourth CERCLA Five Year Review, Public Notice - November 2024

The United States Department of the Navy (Navy), as the lead agency, has completed the Fourth Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Five-Year Review (FYR) for Installation Restoration Program (IRP) Sites 1, 2, 3, 5, 16, 17, 18, and 24 and Anomaly Area 3 at Former Marine Corps Air Station (MCAS) El Toro, Irvine, California. Former MCAS El Toro is located approximately 8 miles southeast of Santa Ana and 12 miles northeast of Laguna Beach. The Navy conducted the FYR in accordance with the requirements of CERCLA Section 121(c) to determine whether the remedies are being implemented in accordance with the Final Records of Decision and continue to remain protective of human health and the environment. The remedies at IRP Sites 1, 2, 5, 16, 17, 18, and Anomaly Area 3 remain protective of human health and the environment. The remedies at IRP Sites 3 and 24 were found to be protective in the short-term, and the review recommended actions to ensure they will be protective in the long term.

Proposed Plan for Soil Remedial Action Installation Restoration Program Site 1

The United States Department of the Navy (Navy) requests public comment on its Proposed Plan for the remediation of soil impacted by naphthalene and munitions and explosives of concern (MEC) at Installation Restoration Program Site 1, including the Explosive Ordnance Disposal (EOD) Training Range and Adjacent Property portions, located at or adjacent to Former Marine Corps Air Station (MCAS) El Toro, Irvine, California. The Navy, in cooperation with the United States Environmental Protection Agency (Region 9), California Department of Toxic Substances Control, and California Regional Water Quality Control Board (Santa Ana Region) developed, evaluated, and selected remedial alternatives for MEC-impacted soil at the EOD Training Center Range, naphthalene-impacted soil at the EOD Training Range, and MEC-impacted soil at the Adjacent Property.

Former Marine Corps Air Station El Toro Information Repository Transitioning to the Administrative Record

The Naval Facilities Engineering Systems Command (NAVFAC) Base Realignment and Closure (BRAC) Program Management Office is transitioning the Information Repository (IR) for Former Marine Corps Air Station (MCAS) El Toro currently housed at the Heritage Park Regional Library, Irvine, California, to the U.S. Department of the Navy’s (Navy’s) online Administrative Record (AR). The IR for Former MCAS El Toro contains a subset of all Environmental Restoration Program (ERP) documents produced by the Navy. The available Navy ERP documents may be obtained for public review by contacting the Environmental Records Manager for the AR using the contact information provided below.
