The San Francisco Fire Department responded with support from the Navy contractors ECC and RSI. The contractors used water trucks to spread water to help suppress the fire and created a fire break. The fire was extinguished at approximately 2:30 p.m. and monitored afterward for hot spots.<br /> <br /> There was no damage to structures or any injuries. The San Francisco Fire Department is investigating the cause of the fire.<br /> <br /> The grass fire was on the perimeter of Parcel E-2, a former landfill covered by an 8-foot soil cover. The Navy&rsquo;s maintenance program includes grass mowing. This summer, the Navy is conducting what it expects to be the final round of groundwater treatment to address the last of the historic mercury contamination at Installation Restoration (IR) Site 26.<br /> <br /> The contamination resulted from shipyard activities decades ago, when mercury was used to service ship components including scales, gauges, pumps, and anti-fouling hull paint.<br /> <br /> For the past 30 years, the Navy has conducted numerous cleanup actions to address the mercury contamination. Workers have previously excavated and safely disposed of 12,100 cubic yards of contaminated soil - a volume of dirt that would leave a hole the size of a football field nearly seven feet deep. Residual mercury concentrations remaining in groundwater were further reduced using&nbsp;<a href="https://semspub.epa.gov/work/HQ/401603.pdf">in situ groundwater treatment</a>&nbsp;in 2017.<br /> <br /> <b>How the Cleanup Works</b><br /> <br /> Environmental professionals are using drill rigs to inject a stabilization mixture into contaminated groundwater below the ground surface in a 2,000 square feet (0.05 acres) area. The stabilization mixture changes the mercury into a solid form of mercury so that it cannot leak or wash away.<br /> <br /> The same method was successfully&nbsp;<a href="https://administrative-records.navfac.navy.mil/Public_Documents/SOUTHWEST/HUNTERS_POINT_NS/N00217_006400.PDF">used in 2017&nbsp;</a>to reduce the footprint of the mercury contamination. However, due to the complex local geology, the stabilization mixture could not reach some localized underground pockets of mercury contaminated groundwater. The material was unrelated to project work being done at any time over the course of cleanup operations at HPNS. Upon further inspection of the building, the Navy and the contractor also found boxes that contained other chemicals that require further characterization and disposal.<br /> <br /> The cabinet and boxes were located in a secure building with no public access; there are no public or contractor health and safety issues related to this incident. The discovery is unrelated to active work at the site. The material was believed to be placed in the building by a former subcontractor at the site, and may have violated Radiological Material License requirements.<br /> <br /> The contractor was not authorized to store this material in the building that they were occupying as part of their Navy work. The Navy is coordinating with regulatory agencies and the contractor to ensure proper management and off-site disposal of the material.<br /> <br /> The incident was reported to regulatory agencies by April 10, including the Nuclear Regulatory Commission and the California Department of Environmental Health as required by law. The incident has also been reported to Naval Criminal Investigative Service and the Navy Office of the Inspector General. Exceeding the project&rsquo;s regulatory action level does not represent a risk to workers or the public. Regulatory action levels are deliberately and conservatively established below levels of health concern to ensure action is taken onsite by the contractor before any impact to human health can occur. The Pu-239 result was a single outlier that could not be reproduced. The Navy has taken more than 200 air samples since July 2023, and this outlier result is the only detection of Pu-239 to date.
