The Parcel E-2 landfill at Hunters Point Naval Shipyard (HPNS), spanning 22 acres, has a historical legacy of receiving construction debris, municipal waste, and various industrial materials. Over time, the degradation of organic materials produces methane gas. The Navy monitors methane levels to help ensure the safety of both site workers and the surrounding community.

Navy Hosts Bus Tours for Hunters Point Community

On Saturday, June 10, the Navy hosted guided bus tours to update community members on cleanup progress and ongoing work at the former Hunters Point Naval Shipyard (HPNS). These were the first bus tours held since the COVID-19 pandemic was declared in early 2020.

The Navy originally planned to hold two bus tours, but added a third one because there was interest from more than 120 people. Additionally, in collaboration, the Shipyard Trust for the Arts held two history tours.

The Navy Base Realignment and Closure (BRAC) Program Management Office is pleased to announce that Mr. Michael Pound has joined the team as the Environmental Coordinator for the former Hunters Point Naval Shipyard (HPNS). Michael is a chemical engineer with more than 30 years of experience in environmental management and remediation. He most recently served as the Lead Remedial Project Manager for the Naval Facilities Engineering Systems Command for the Southwest region, where he managed cleanup programs for the Navy.

Navy Describes Its Ongoing Efforts to Account for Sea Level Rise

The Navy has and continues to take a comprehensive approach to cleanup at the former Hunters Point Naval Shipyard (HPNS) to ensure the health and safety of the community now and into the future. The Navy’s responsibility is to complete work in a way that ensures long-term public health and safety before any parcel is transferred to the City of San Francisco.

As part of the Navy’s effort to provide long-term protectiveness, the Navy’s cleanup actions have factored in current and future sea level rise at HPNS – as it shared with the San Francisco Board of Supervisors on Sept 15, 2022 in a written statement.

The Navy has measured groundwater elevation changes due to tidal influences, seasonal variations and sea-level rise under the Navy’s basewide groundwater monitoring program at HPNS for more than two decades.
Measures and monitoring requirements are in place at the Shipyard that demonstrate this fact. For example, the Remedial Action underway at Parcel E-2 includes an engineered shoreline designed to address 100-year sea level rise projections.

Components of our environmental cleanup intended to counter sea level rise at HPNS include: (a) below and above-ground walls that protect groundwater and prevent soil erosion, (b) increasing the shoreline elevation, (c) excavation and removal of contaminated soils, (d) groundwater treatment, and (e) long-term monitoring/maintenance to ensure that treatment technologies remain effective.

The Navy is required by law to evaluate the protectiveness of cleanup remedies in place at HPNS every five years, indefinitely – even after it transfers Shipyard property to the City of San Francisco.

The next Five Year Review for HPNS will be completed in 2023, and will include an evaluation of the potential effects of sea level rise and associated groundwater elevation changes on the remedies currently in place. The Navy will share the 2023 Five Year Review with the Hunters Point/Bayview community through presentations, newsletters and the HPNS website, www.bracpmo.navy.mil/hpns. The Navy shared a statement on sea level rise with the San Francisco Board of Supervisors on 15 September 2022.

Navy Begins Retesting Work at Shipyard’s Parcel B and Parcel C - Summer 2022

Every two years, the Navy conducts a survey of the Bayview/Hunters Point community and asks for feedback on the Navy’s efforts to provide information about its work at the Former Hunters Point Naval Shipyard (HPNS). The survey helps to get direct feedback on its efforts to update residents and local groups.

In November 2021, the Navy conducted its latest survey and 316 local community members responded. The survey was sent via postal mail, the Navy’s website and newsletters, and emailed to several dozen community groups and organizations.
