Hunters Point NS - Update on July 23 Fire That Entered Shipyard

At approximately 1:30 p.m. on Thursday, July 23, a grass fire began outside the former Hunters Point Naval Shipyard (HPNS) at Quesada Avenue and Fitch Street, and spread onto HPNS. The San Francisco Fire Department responded with support from the Navy contractors ECC and RSI. The contractors used water trucks to spread water to help suppress the fire and created a fire break. The fire was extinguished at approximately 2:30 p.m. and monitored afterward for hot spots.

There was no damage to structures or any injuries. The San Francisco Fire Department is investigating the cause of the fire.

The grass fire was on the perimeter of Parcel E-2, a former landfill covered by an 8-foot soil cover. The Navy’s maintenance program includes grass mowing. The Navy is evaluating the landfill gas monitoring system and landfill soil cap to determine if any repairs are needed.

The Navy will provide any updates we have on the fire when we address the Hunters Point Shipyard Citizen Advisory Committee (CAC) on Monday, July 27, at 6 p.m. local time.

Hunters Point NS - Navy to Begin Final Groundwater Treatment at Parcel B Site 26

The U.S. Navy is taking a final step to remediate a 13-acre site within the former Hunters Point Naval Shipyard at Parcel B. This summer, the Navy is conducting what it expects to be the final round of groundwater treatment to address the last of the historic mercury contamination at Installation Restoration (IR) Site 26.

The contamination resulted from shipyard activities decades ago, when mercury was used to service ship components including scales, gauges, pumps, and anti-fouling hull paint.

For the past 30 years, the Navy has conducted numerous cleanup actions to address the mercury contamination. Workers have previously excavated and safely disposed of 12,100 cubic yards of contaminated soil - a volume of dirt that would leave a hole the size of a football field nearly seven feet deep. Residual mercury concentrations remaining in groundwater were further reduced using in situ groundwater treatment in 2017.

How the Cleanup Works

Environmental professionals are using drill rigs to inject a stabilization mixture into contaminated groundwater below the ground surface in a 2,000 square feet (0.05 acres) area. The stabilization mixture changes the mercury into a solid form of mercury so that it cannot leak or wash away.

The same method was successfully used in 2017 to reduce the footprint of the mercury contamination. However, due to the complex local geology, the stabilization mixture could not reach some localized underground pockets of mercury contaminated groundwater. This summer, the Navy is utilizing a specialized, high-precision drilling method to access and treat these remaining areas.

Checking the Work

To show the cleanup was successful in meeting the cleanup goals, qualified environmental scientists will sample and test the groundwater quarterly for two years to demonstrate the cleanup goals have been met before closing IR Site 26.

The Navy works closely with the U.S. Environmental Protection Agency (EPA), the California Department of Toxic Substances Control, the San Francisco Bay Regional Water Quality Control Board, and the San Francisco Department of Public Health at all phases of the cleanup process.

Hunters Point NS - Discovery of Unauthorized Storage Use in a Secured Building

On April 8, a Navy contractor reported they found radiological material in a cabinet in a secure building at the former Hunters Point Naval Shipyard (HPNS). The material was unrelated to project work being done at any time over the course of cleanup operations at HPNS. Upon further inspection of the building, the Navy and the contractor also found boxes that contained other chemicals that require further characterization and disposal.

The cabinet and boxes were located in a secure building with no public access; there are no public or contractor health and safety issues related to this incident. The discovery is unrelated to active work at the site. The material was believed to be placed in the building by a former subcontractor at the site, and may have violated Radiological Material License requirements.

The contractor was not authorized to store this material in the building that they were occupying as part of their Navy work. The Navy is coordinating with regulatory agencies and the contractor to ensure proper management and off-site disposal of the material.

The incident was reported to regulatory agencies by April 10, including the Nuclear Regulatory Commission and the California Department of Environmental Health as required by law. The incident has also been reported to Naval Criminal Investigative Service and the Navy Office of the Inspector General. The Navy contacted regulatory agencies and City of San Francisco representatives to bring the issue to their attention.

Hunters Point NS - Navy Identifies Potential Laboratory Data Quality Issue and Is Evaluating Next Steps, April 2026

The Navy conducts a comprehensive review of laboratory data analyzed on samples collected as part of rigorous and ongoing quality control efforts at the former Hunters Point Naval Shipyard (HPNS) site. The Navy recently identified a potential data quality issue with a laboratory used by a contractor that provides support on multiple projects.

There is no indication of public health risk.
The issue was discovered as part of routine, detailed data quality review processes.
The Navy has notified regulatory agencies and City of San Francisco officials.

The Navy is coordinating with regulatory agencies to determine if additional steps need to be taken to ensure data accuracy and quality. The Navy continuously evaluates laboratory data to ensure accuracy and quality; protection of public health and the environment are our highest priorities. On November 17, 2025, the Navy provided an update to the Hunters Point Shipyard Citizens Advisory Committee Environmental & Reuse (E&R) Subcommittee on the Pu-239 air monitoring outlier and the steps taken to evaluate the result and improve reporting processes. Posters on the topic were also shared ahead of the meeting, and subject matter experts were available to speak with community members.

The Navy emphasized its commitment to protecting the health and safety of the community. The presentation explained how the result was evaluated, confirmed that the estimated dose was well below health-protective levels, and outlined actions taken with the laboratory, including the results of an independent third-party evaluation that confirmed proper laboratory procedures. The Navy also indicated that it is evaluating its communication and reporting processes and shared where the updated documents and presentation materials can be found on the Navy’s website.

Hunters Point Naval Shipyard - Parcel C Air Monitoring Fact Sheet - November 2025

This Fact Sheet is provided to clarify the information regarding Plutonium-239 (Pu-239) that was detected in an air sample at the former Hunters Point Naval Shipyard (HPNS).

In March 2025, it was reported to the Navy that one ambient air sample collected in November 2024, at a downwind air monitoring location in Parcel C measured Plutonium-239 (Pu-239) at 8.16 x 10-15 microcuries per milliliter (μCi/mL), above the project action level of 4 x 10-15 μCi/mL. Exceeding the project’s regulatory action level does not represent a risk to workers or the public. Regulatory action levels are deliberately and conservatively established below levels of health concern to ensure action is taken onsite by the contractor before any impact to human health can occur. The Pu-239 result was a single outlier that could not be reproduced. The Navy has taken more than 200 air samples since July 2023, and this outlier result is the only detection of Pu-239 to date. The HPNS Building Demolition Industry Day event on April 24, 2024, was announced to representatives from 235 businesses. In 2025, the Navy will award a task order work to demolish 6 buildings and a concrete slab at Parcel G. An important part of the contracting effort includes requirements for local businesses and residents to have the opportunity to participate in the work. Hunters Point NS, Cleanup Offshore Areas Parcel F, Fact Sheet - September 2024

The purpose of this fact sheet is to provide the community with an overview of the planned cleanup effort at Parcel F at Hunters Point Naval Shipyard (HPNS).
