NAS Alameda -- The Department of the Navy (DON) announces the availability of and invites public comments on a Draft EA for the disposal and reuse of approximately 42 acres (15 hectares) of surplus property within the North Housing Parcel at Naval Air Station (NAS) Alameda, in the City of Alameda, California. Pursuant to the National Environmental Policy Act (NEPA) of 1969, 42 United States Code (U.S.C.) 4321 et seq., and DON Base Realignment and Closure (BRAC) Implementation Guidance, the DON has prepared the Draft EA to identify and assess the potential impacts associated with the proposed disposal of surplus federal property at NAS Alameda for subsequent reuse. NAS Alameda was designated for closure under the authority of the 1993 Amendment to the Defense Base Closure and Realignment Act (DBCRA) of 1990 (10 U.S.C. §2687 note) that directed the Department of Defense to reduce and realign U.S. military operations.
Pursuant to the Council on Environmental Quality regulations, the DON invites public participation in the NEPA process. The public may participate by reviewing and submitting comments on the Draft EA. The DON will consider all applicable comments submitted during the public comment period and, subsequently will prepare the Final EA. The DON will announce the availability of the Final EA and Finding of No Significant Impact. Comments on the Draft EA should be received by August 14, 2009.
