Base Summary

The former MCSA property is located in south Kansas City adjacent to the Belton City limits.  All access is from 155th Street which connects to 71 Highway located to the east.  155th Street is a three-lane artery with an east and west bound lane and a center turn lane.  The property was designated for closure as a result of BRAC 2005.  Operational closure of MCSA as a military installation occurred on 15 Sep 2011. The total acreage excess and surplus to the Department of the Navy was 27+ acres fee-owned land and 35+ acres of leased land.

In accordance with BRAC requirements, DoD and Federal screening was completed 23 March 2006. The Department of the Army expressed interest in the 35 acres of leased land located at MCSA. The remainder of the property was determined surplus and the City of Kansas City’s Local Redevelopment Authority, recognized on 29 June 2006, developed and submitted a reuse plan to HUD for reutilization of the remaining 27+ acres via Public Benefit Conveyances for education and recreation, conveyance to a homeless agency (Heart N Hand) and a negotiated sale to the Port Authority of Kansas City.
