Former Naval Station Treasure Island

Base Property and Historical Use
Former Naval Station Treasure Island is located in San Francisco Bay, midway between San Francisco and Oakland, California. The site consists of two contiguous islands: the northern island named Treasure Island (TI) and the southern island named Yerba Buena or YBI. Yerba Buena is naturally formed island on which military activities date back to 1866 when the U.S. Government took possession of it to construct defensive fortifications. The Navy operated its first West Coast Naval Training Station on YBI until 1923 when the center was transferred to San Diego. Treasure Island is a man-made island and was constructed from 1936 to 1937 of sediments dredged from San Francisco Bay for the purpose of hosting the Golden Gate International Exposition World’s Fair in 1939 and 1940. Yerba Buena Island continued to function as a Naval Receiving Station until World War II when naval operations were transferred to TI after the Navy acquired it by condemnation in 1942. The island became a major naval facility, processing approximately 12,000 military personnel per day for service overseas and upon their return to the United States.

Closure date, planned reuses, parcels transferred
Treasure Island was closed on 30 September 1997, as a BRAC III Major Closure. In 1997, the California State Legislature created a special reuse authority for Treasure Island, transferring local redevelopment authority status from San Francisco to the Treasure Island Development Authority (TIDA). TIDA is a state agency staffed by the San Francisco mayor’s office and is the entity responsible for planning the reuse and redevelopment of the former installation.

The U.S. Department of Labor has received approximately 36 acres of property and associated facilities on TI for its Job Corps program. The U.S. Coast Guard has received approximately 11 acres on YBI and approximately 12 acres of associated submerged lands. The Federal Highways Administration acquired approximately 23 acres of property on YBI for the construction and operation of the new bay bridge.

As of December 2020, TIDA has received approximately 866 acres of TI, YBI, and associated submerged property in support of its redevelopment plans. All remaining property, approximately 129 acres, will be transferred to TIDA - as environmental cleanup actions are completed by the Navy. Planned reuse by the City of San Francisco for transferred lands includes residential and commercial buildings, recreational open space, and wetlands and wildland habitats.
