Why the Navy Uses Storm Controls at Hunters Point

The former Hunters Point Naval Shipyard (HPNS) employs storm controls for all its environmental cleanup work in the Shipyard. These controls help protect the community and environment by limiting storm water and winds from moving dirt and contaminated materials to the Bay.
 
The storm controls are reviewed by the regulatory agencies overseeing the Navy’s work at HPNS. The controls are inspected regularly by the Navy and repaired as needed. The regulatory agencies inspect these controls during their routine site visits. The Navy’s contractors maintain these controls throughout the project, even when site work is inactive, until the project is complete.
 
The storm water controls are outlined and reviewed in the site-specific project work plans whenever soil will be excavated, stored, or moved.  The storm water management plans include standard Best Management Practices (BMPs) for storm water control at construction sites including, straw wattles to control dirt, sandbags and filters at storm drain basins, and street sweeping.  Storm water control BMPs are monitored and updated as necessary based on the weather conditions.   
 
Navy CERCLA sites follow the requirements outlined in the California Construction General Permit, which is regulated under the federal Clean Water Act. These regulations contain requirements for the minimum BMPs, inspection criteria, sampling, and reporting criteria, all based on the site-specific work.
