Notice of Engineering Evaluation/Cost Analysis and Public Comment Period Former Naval Weapons Station Concord Runway Debris Area (Site 0014)

The U.S. Department of the Navy (DON), in coordination with the state and federal environmental regulatory agencies, encourages the public to comment on its Engineering Evaluation/Cost Analysis (EE/CA) for a non-time-critical removal action (NTCRA) to identify and remove all metallic items from the soil, ensuring any items labelled as “potentially presenting an explosive hazard” (MPPEH) or “munitions and explosives of concern” (MEC) that potentially remain in soil are removed from the site.
The U.S. Department of the Navy (DON), in coordination with the state and federal environmental regulatory agencies, encourages the public to comment on its Engineering Evaluation/Cost Analysis (EE/CA) for a non-time-critical removal action (NTCRA) to identify and remove all metallic items from the soil, ensuring any items labelled as “potentially presenting an explosive hazard” (MPPEH) or “munitions and explosives of concern” (MEC) that potentially remain in soil are removed from the site. The site is known as Site 0014 at the Former Naval Weapons Station, Seal Beach Detachment Concord, in Concord, California. The proposed NTCRA will involve scanning to locate metallic anomalies remaining in subsurface soil, intrusive investigation and removal of all anomalies, a post-digital geophysical mapping (DGM) survey, perforation of all recovered MPPEH/MEC items, and transportation and disposal of certified material documented as safe (MDAS) and non-munitions-related metal at an offsite recycling facility. The EE/CA evaluates multiple removal action alternatives and presents the removal action that the DON is recommending for the site. A copy of the EE/CA is available for review on the BRAC website, and in the reference section of the Concord Public Library, 2900 Salvio Street, Concord, CA 94519. Electronic copies also can be emailed directly, if requested, by contacting the Environmental Coordinator. The public is invited to comment on the EE/CA during a 30 day public comment period, November 14 through December 14, 2022.
