Proposed Plan for Soil Remedial Action Installation Restoration Program Site 1

The United States Department of the Navy (Navy) requests public comment on its Proposed Plan for the remediation of soil impacted by naphthalene and munitions and explosives of concern (MEC) at Installation Restoration Program Site 1, including the Explosive Ordnance Disposal (EOD) Training Range and Adjacent Property portions, located at or adjacent to Former Marine Corps Air Station (MCAS) El Toro, Irvine, California. The Navy, in cooperation with the United States Environmental Protection Agency (Region 9), California Department of Toxic Substances Control, and California Regional Water Quality Control Board (Santa Ana Region) developed, evaluated, and selected remedial alternatives for MEC-impacted soil at the EOD Training Center Range, naphthalene-impacted soil at the EOD Training Range, and MEC-impacted soil at the Adjacent Property.

The Navy, in cooperation with the United States Environmental Protection Agency (Region 9), California Department of Toxic Substances Control, and California Regional Water Quality Control Board (Santa Ana Region) developed, evaluated, and selected remedial alternatives for MEC-impacted soil at the EOD Training Center Range, naphthalene-impacted soil at the EOD Training Range, and MEC-impacted soil at the Adjacent Property.

Three remedial alternatives were developed for the remediation of naphthalene-impacted soil at the EOD Training- Range: Alternative N-1 is no action; Alternative N-2 entails institutional controls (ICs) and access restrictions; and Alternative N-3 entails excavation and offsite disposal of naphthalene-impacted soil. Alternative N-3 is the preferred alternative.

Four remedial alternatives were developed for the remediation of MEC-impacted soil at the EOD Training Range: Alternative M-1 is no action; Alternative M-2 entails ICs and access restrictions; Alternative M-3 entails near surface excavation and offsite disposal of MEC items and ICs and access restrictions; and Alternative M-4 entails comprehensive excavation and offsite disposal of MEC items. Alternative M-2 is the preferred alternative.

Four remedial alternatives were developed for remediation of MEC-impacted soil at the Adjacent Property: Alternative AP-1 is no action; Alternative AP-2 entails ICs and access restrictions; Alternative AP-3 entails MEC survey of 6 acres not previously surveyed and ICs; and Alternative AP-4 entails comprehensive MEC removal and verification. Alternative AP-3 is the preferred alternative.

The preferred alternatives are preliminary determinations subject to change depending on public input and other factors. Information relied upon to develop, evaluate, and select alternatives can be found in various documents, including the Final Remedial Investigation and Final Feasibility Study, which are available in the Administrative Record.

Public Comment Period
The Navy invites interested members of the public to review and comment on the Proposed Plan during the 30-day public comment period, held from March 7 through April 6, 2023. Public comments must be submitted in writing and postmarked or e-mailed no later than April 6, 2023, or provided during the public meeting.
