Department of Defense Base Redevelopment & Realignment Manual (DoD 4165.66-M)

The Base Redevelopment and Realignment Manual (BRRM), DoD 4165.66-M describes the "process" that will be followed to implement the BRAC 2005 recommendations. It has been updated to reflect statutes and regulations that are new since the previous manual was published in 1997. The BRRM provides an array of legal authorities - a "tool box" of possible property transfer options, that affords DoD flexibility for individual circumstances.

The Department of the Navy Base Realignment and Closure Implementation Guidance (NBIG)
 

The Department of the Navy (DON) Base Realignment and Closure (BRAC) Implementation Guidance (NBIG) complements the BRRM. This guidance can be used by all parties involved in the efficient execution of all Navy and Marine Corps BRAC actions. It describes the roles and responsibilities of each Navy and Marine Corps Component involved in the BRAC process and prescribes procedures on the implementation of base closure and realignment actions.

BRAC Commission Final Report

The BRAC Commission recommendations for reshaping the Defense Department's infrastructure and force structure became official on November 9, 2005. The Department of Defense now has until September 15, 2011 to complete implementation of these recommendations

Section 2907 Report - PDF

Section 2831 of the National Defense Authorization Act for 2006 amended section 2907 of the BRAC Act by adding new reporting requirements pertaining to: actions performed since closure/realignment was approved, to include establishment of Local Reuse Authorities, property screening status and approval of redevelopment plans; description of redevelopment plans and property disposal status; Federal Agency interest expressed through property screening process; known environmental remediation issues, and estimated data for completing all closure and realignment actions. The report was updated in June 2008.
